You will serve as the Distinguished Scientist/Engineer for Energetic Systems at the Naval Surface Warfare Center, Indian Head Division, Naval Sea Systems Command. This position is a direct report to the Technical Director who serves as an SES. This position will serve as the DON senior technical energetic systems expert for Navy and DoD- related programs, and on issues for other Navy, DoD, and DOE laboratories; academic institutions; and private corporations.

Duties

You will serve as the Department of the Navy (DON) energetic systems expert by providing the technical direction and leadership necessary to coordinate the development of new energetic warheads and application technologies. You will serve as DON expert in area of energetic systems to include reactive materials, fuzing, initiation systems, prototypes, energetic material additive manufacturing, and insensitive munitions. You will serve as the DON expert in design, lethality, performance assessment, and manufacturing for these energetic systems. You will conduct utility assessments that address improvements in range, speed, terminal effects, signature management, and safety. You will focus on both surface and underwater application of explosive systems and technology. You will direct and conduct energetic system technology transitions to include advanced technology demonstrations and prototyping. Use of advanced modeling techniques for predicting energetic system integration and utility will be required to meet established Navy and DoD requirements, at the lowest possible cost and with the fewest variables. You will develop and design new energetic system technologies to identify deficiencies and address vulnerabilities.

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

QUALIFICATIONS REQUIREMENTS: Applicants will be assessed against Mandatory Technical Qualifications (MTQs). Failure to provide a separate narrative statement which describes fully and concisely how your experience meets the Mandatory Technical Qualifications will eliminate you from consideration. MANDATORY TECHNICAL QUALIFICATIONS: (Each must be addressed separately in your Supplemental Narrative Statement. Each MTQ must not exceed 2 pages.) 1. Demonstrated ability to plan, manage and execute programs providing innovative solutions in science and technology and research and development areas related to energetic systems and specifically related to utility and warhead development. 2. Demonstrated expertise in energetic system development to include reactive materials, fuzing, initiation systems, prototyping, energetic material additive manufacturing, model-based systems engineering, modeling and simulation, artificial intelligence/machine learning, insensitive munitions, and scale-up and manufacturing. 3. Ability to formulate plans, develop, propose, and review complete projects in energetic systems. Work experience demonstrates the ability to conduct sophisticated, multi-phase investigations leading to significant contributions in energetics programs and advanced technologies. Demonstrated experience with full management and technical responsibility for the direction and operation of related programs within established policies and resources assigned by higher management. 4. Demonstrated knowledge of government, academic, and industrial research, development, test, and evaluation (RDT&E) policies and procedures. Ability to focus unclassified scientific research based on assessment of warfighter needs developed and protected within classified domains. Ability to communicate effectively with SES-level research sponsors at ONR, OPNAV, and OSD. 5. Experience in working with groups of technical professionals toward common goals. Participation in the mentoring of scientists, engineers or technologists in related fields. Work experience demonstrates ability to respond to technical needs of energetics programs and changing requirements. Education

Applicants must meet the following positive education qualifications requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:

For 0801 Professional Engineering Series:
A. Degree: Engineering. Successful completion of a bachelor's or higher engineering degree from an accredited college or university. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.

B. Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:
(I) Professional registration or licensure -- Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions; or
(II) Written Test -- Evidence of having successfully passed the Fundamentals of Engineering (FE) examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico; or
(III) Specified academic courses -- Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements under paragraph A. The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A; or
(IV) Related curriculum -- Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. (The above examples of related curricula are not all inclusive.)

For 1301 General Physical Science Series:
A. Degree: physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics.

B. Combination of education and experience -- education equivalent to one of the majors shown in A above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education.
