About the Position: This Supervisory Contract Specialist, NH-1102-04 position is located in the Army Contracting Command (ACC), ACC New Jersey, at Picatinny Arsenal, NJ.
Duties
Serve as the senior Subject Matter Expert (SME) and Advisor to the PEO, PEO Program Manager, and Directors/Commanders of other assigned Customer organizations on Contracting and Acquisition Strategy issues pertaining to their respective missions.
Participate as a fully empowered member of the ACC-NJ Board of Directors and serves as Command Representative to Contracting seminars, conferences, and other meetings with Contracting Leadership and technical experts to exchange viewpoints.
Develop performance standards and rates employees and subordinate supervisors.
Interview candidates for subordinate positions; recommends hiring, promotion or reassignments; performs disciplinary measures and deliver warnings, reprimands or initial removal proceedings as appropriate.
Identify developmental and training needs of employees, implements via formal IDP and executes plan within budgetary and workload constraints.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Position is Non-Critical Sensitive (2) requiring a Secret security clearance or the incumbent must be able to obtain and maintain a Secret clearance.
- Incumbent is required to submit Financial Disclosure Statement, OGE-450, upon entering the position and annually thereafter.
- This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for Contracting Professional certification within 36 months as of entrance on duty.
- This is a Critical Acquisition Position (CAP). Selectee must be an Acquisition Corps (AC) member or have been granted a waiver prior to appointment.
- Critical Acquisition Positions (CAP) may no longer be required to have Acquisition Corps membership upon approval of the DoDI 5000.66, change 3.
- This is a Critical Acquisition Position (CAP). This position requires a 3-year tenure agreement. Applicant must sign DD Form 2888 (Critical Acquisition Position Service Agreement) and execute, as a condition of employment, a written tenure agreement.

Basic Requirement for Supervisory Contract Specialist:
Degree: Bachelor's degree (or higher degree) from an accredited educational institution authorized to grant baccalaureate degrees. (Transcripts are Required)
OR
Exemption: You are exempt from the education requirements above if (A) you are a current civilian employee in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000; OR (B) you are a current military member who occupied a similar occupational specialty to the GS (or equivalent)-1102 on or before September 30, 2000.In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
Specialized Experience: One year of specialized experience which includes: 1) interpreting reliability and logistics criteria; 2) determining methods, instrumentation, and resources required to support testing; 3) participating in project(s) related to test and/or evaluation activities; 4) conducting criteria compliance, engineering analysis, and reporting of observer and instrumentation data; and, 5) developing and/or evaluating requirements or tools for data collection, reduction, analysis, and visualization concepts. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (NH-03/GS-13).You will be evaluated on the basis of your level of competency in the following areas:
