This position works directly for the Management Office of the Directorate of Technical Support located in Arlington, VA. The position may be located in Arlington, VA, Pittsburgh, PA, or Triadelphia, WV. The incumbent acts as the primary liaison between the center and headquarters management officials, as well as other internal and external organizations. The functions include, but are not limited to, program, personnel, and budget management.

Duties

This is a career ladder progression position; the duties described below are at the GS-9 level. The incumbent will serve in a developmental capacity, wherein the work is less complex in nature and the supervisor, or a senior level employee provides specific instruction and guidance. At the GS-9 grade level, the incumbent: Supports and assists MSHA directorate in coordinating and conducting various administrative management processes. Coordinates the administrative functions for the directorate, such as: recruitment and staffing, employee safety and health program, medical program, performance process, orientation/training, and awards. Develop and implement records management programs for filing, protecting, and retrieving records, and assuring compliance with the program. Serves as FOIA coordinator. Tracking and reporting on leased and owned property. Serves as a principle advisor to the Management Analyst Officer to provide administrative and management advisory and consulting services. Presents information to help management make sound decisions. Evaluates and advises on the organization, methods, and procedures for providing administrative support systems such as correspondence, records, communications, directives, forms, files, and documentation. Evaluates budget proposals to determine optimal allocation of project funds. Draft, review, and recommend changes to correspondence, forms and reports according to agency guidance and policy. Draft position descriptions, performance standards, and plans for future personnel and the organization.

  • Appointment to this position may require a background investigation.

Qualifications

If you are using education as a basis for qualifying for this position, you must submit all applicable academic transcripts. Specialized Experience is the experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform the duties of the position successfully, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level. For the GS-09 Grade Level: Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level, GS-07, in the Federal service. Specialized experience must include at least three (3) or more of the following: Analyze and prepare information for various reports, briefings, and conferences. Initiate and prepare procurement actions, making purchases and reconciling transactions. Tracking budget expenses and expenditures. Experience with property and personnel management functions. Proficient with software (graphics/drawing software,; internet browsers, email applications, search engines, statistical software) in order to generate reports, complete forms and templates, draft correspondence, and develop presentations. OR Possess a Master's or equivalent graduate degree, or two (2) full years of progressively higher level graduate education leading to such a degree, or LL.B. or J.D., if related. OR A combination of education and specialized experience listed above and the total percentage must equal at least 100%.
