The position is telework eligible consistent with the Agency’s telework and remote work program policy.This position is located in Office of Finance and Operations, Office of Human Resources, Talent Development Division, Development and Engagement Branch providing talent development services including project/program management. 

Duties

APPLICATION LIMIT: This vacancy announcement is limited to the first 150 applications received and will close at 11:59PM Eastern Time on the day that we receive the 150th application, or at 11:59PM Eastern Time on the listed closing date, whichever occurs first.  We encourage you to read this entire vacancy announcement prior to submitting your application.As a Supervisory Human Resources Specialist, GS-0201-14, you will be responsible for:• Managing multiple training projects/programs simultaneously to include organizing, planning, and executing large-scale and complex projects/programs from vision through implementation. Providing advice and guidance to Principal Office (POs) in addressing their training and knowledge management needs.    • Developing, reviewing and revising policies. Conducting training and knowledge management research, business case analysis and conducts training workshops as appropriate.     • Utilizing the Learning Management System (LMS) to input course data, track registration, certify attendance and provide management reports. Providing customer support and training on the utilization of the LMS.    • Preparing statements of work for lnteragency Agreements and contracts to support the Department's priority needs.     • Balancing workload and providing advice, guidance and direction on a wide range of training and human resource development and technology issues. Identifying requirements and initiates requests for additional resources including personnel, overtime, equipment, supplies, and space to ensure success in meeting goals and objectives.

  • Relocation will not be paid.
  • You may be subject to serve a one-year supervisory probationary period.

  • Must be a US Citizen.
  • Must complete a Background Investigation and Fingerprint Check.

Qualifications

Minimum Qualification RequirementsYou may meet the minimum qualifications for the GS-14, if you possess the specialize experience.Specialized Experience for the GS-14One year of experience in either federal or non-federal service that is equivalent to at least a GS-13 performing two (2) out of three (3) of the following duties or work assignments:1. Experience in employee engagement programs and survey administration from annual analysis of the agency, leadership, or employees. 2. Experience in developing, leading, or launching department-wide employee development program.3. Experience Performing Contracting Officer's Technical Representative (COTR) liaison duties to manage and deliver eLearning program learning solutions or employee development programs.  Knowledge, Skills, and Abilities (KSAs) The quality of your experience will be measured by the extent to which you possess the following knowledge, skills and abilities (KSAs). You do not need to provide separate narrative responses to these KSAs, as they will be measured by your responses to the occupational questionnaire (you may preview the occupational questionnaire by clicking the link at the end of the Evaluations section of this vacancy announcement).1. Skill in applying Human Resources development and training rules, policies, regulations, or flexibilities in order to provide advise and guidance to managers and employees. 2. Ability to partner with employees and all levels of leaders to analyze, design, develop, implement, or evaluate organizational training initiatives supporting mission and priorities.3. Skill in talent development services in training, employee and leadership training/facilitation, project/program management, organizational development, employee engagement, AI training support or contracting services.4. Skill in oral and written communications to advise and consult with all levels of management, present and sell findings/recommendations, negotiate complex agreements, or secure cooperation. 5. Ability to supervise, lead, mentor, or motivate subordinate staff members including identifying and assessing overall effectiveness, efficiency or productivity.
