The primary purpose of this position is: To serve as the unit program analyst, applying experience to analyze, develop, and evaluate issues, and coordinate recommendations to resolve problems and issues of effectiveness and efficiency of work operations in an electronic warfare unit. Employee serves as the unit Resource Manager and Contracting Officer's Representative.
Duties
Plans, organizes, and coordinates the planning, programming and budgeting activities of the unit, ensuring compliance with legal and regulatory requirements to meet Air Force and MAJCOM requirements. Develops goals and objectives that integrate organization and automated contracting systems objectives. Manage unit acquisition planning and contract award processes.
Actively participates in strategic planning to improve organizational direction and focus using strategic resource planning tools and techniques. Prepares detailed plans, budgets, and schedules for assigned programs and/or participates with unit leadership in fiscal planning and programming. Responsible for integrating requirements into the annual fiscal programs, e.g., Program Objective Memorandum (POM). Resolves day-to-day funding and programming issues as they pertain to the execution of the current fiscal year budget and the programming of the Future Years Defense Program (FYDP).
Prepares and delivers oral presentations such as briefings, training sessions, consultations, and strategy sessions with other staff service functions and activities to secure cooperation, resolve controversial matters, and convey information relative to proposed changes in assignments. Develops and prepares a variety of correspondence and other documentation, i.e., formal letters, position papers, reports, staff studies, staff summary packages, briefings, charts, bullet background papers, etc
Performs/leads studies and coordinates the logistics and supply of unit laboratories and mobile test facilities. Responsible for smooth operations, to include working with unit leadership, that ensures efficient flow of operations to meet wing and MAJCOM objectives. Researches and determines or recommends appropriate actions or interpretation of issues that impact the organization and/or command. Supervises programs associated with unit business processes, Resource Management (facilities, equipment, budget, stock control and infrastructure), unit analysis, systems management and strategic planning.

- This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program.

- This is Financial Management Level 2 Certified position IAW the National Defense Authorization Act (NDAA) 2012, Public Law 1 12-81, Subtitle F-Financial Management, Section 1599d.

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes performing analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of program operations toward development and/or improvement of critical command plans and programs for conducting major operations such as war, mobilization, rescue, mission and flying operations, deployment, rescue, foreign military sales, acquisition, weapon system/training device upgrade/modification, PPBS, special operations, or similar operations.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of commonly used budgetary methods, practices, procedures, regulations, policies, and processes to formulate, justify, and execute budgets and financial goals in support of the mission, structure, goals, work processes, and programs of the organization.
2. Knowledge of the requirements, techniques, procedures, and practices of generally accepted accounting principles and standards.
3. Knowledge of Air Force and command program goals and objectives; the sequence and timing of key operational events and milestones; methods of evaluating the effectiveness of planning actions related to actual events; and the relationship of the various command entities involved in overall program planning and execution of military operations and evaluations.
4. Skill in fact-finding, contract analysis and pricing techniques, problem resolution, and development of concrete action plans to solve problems. Knowledge of federal contracting laws, regulations, policies, practices, methods, and contract types. Knowledge of DoD acquisition process.
5. Skill in designing and conducting comprehensive studies and preparing solutions to resolve substantive problems and issues of effectiveness and efficiency of work operations in a unit in support of major command programs.
6. Ability to communicate effectively, both orally and in writing; negotiate complex issues; and maintain good working relationships.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
