Part of the Organization of the Joint Chiefs of Staff. Serves as the key operational assessment authority in the Joint All-Domain Command and Control (JADC2) Implementation Strategy. Provides authoritative guidance to an integrated government and military team tasked to develop and execute operational assessment and analysis methodologies for C2 systems and procedures to establish current operational effectiveness and to measure potential capability improvements through JADC2 events.
Duties
As a SUPERVISORY MANAGEMENT AND PROGRAM ANALYST at the GS-0343-15 some of your typical work assignments may include:
Leads teams to identify, research, plan, analyze, and conduct data-driven assessments with post-event data driven findings and recommendations to senior leadership elements across the Department of Defense, Joint Staff, Services, and Coalition Partners.
Provides expert advice/guidance to managers, supervisors, peers, customers, and sponsors on selected systems and programs to demonstrate joint operational, tactical, and procedural interoperability within the Joint All Domain Command and Control (JADC2) Environment.
Provides project portfolio analysis reviews to ensure alignment and appropriate support for Department of Defense (DoD) and CJCS priorities
Reviews concepts, strategies, policies, regulations, and plans, as well as conducts studies to determine feasibility, adequacy and compatibility of electronic systems and capabilities including but not limited to joint studies, DoD software studies, battle management assessment studies, and counter small, unmanned aircraft systems studies
Demonstrates proficiency in using advanced information (IT) applications and computer-based support systems such as executive information systems, decision support systems, and command and control systems
Responsible for stating JAD recommendations in development of joint operational requirements, joint operational integration, and joint interoperability.

Qualifications
You may qualify at the GS-15, if you fulfill the following qualifications:
One year of specialized experience equivalent to the grade level GS-14 in the Federal service:
Applies advanced principles of operational assessments, research, planning, and execution of major assessment activities, investigate and provide consultative and advisory feedback on the operational effectiveness of Joint Command and Control (C2) systems within the Joint All-Domain Command and Control (JADC2) arena;
Utilizes concepts, plans, and assessment conduct to perform joint warfighter assessment that are not typical and very complex in nature to develop and apply mastery level hypothesis and theories to reinforce the analysis rigor of each assessment or experiment for joint warfighter technologies;
Leads and conducts high-level military assessments providing senior-level procedural review, disposition, and high-level recommendations for 3/4-star general officer level and SES audiences;
Identifies and resolves complex joint operational assessment issues involved with multi-faceted issues impacting Department of Defense (DoD), Joint Staff, Service Departments, Combatant Commands (CCMDs), and Joint Coalition partners;
Applies computer applications used in modeling and simulation, database management, and knowledge management systems; familiar with Service Oriented Architectures and net-centric principles and operations.
