About the Position: This position serves as a Program Manager within Mission Command Center of Excellence (MCCoE), Combined Arms Doctrine Directorate (CADD), with duty assignment at Fort Leavenworth, KS.
Duties
As a Program Manager, you will perform duties to include but not limited to the following:
Serve as Deputy Director and Senior Concepts Analyst of the Combined Arms Doctrine Directorate (CADD).
Responsible for managing the Army's Doctrine program and overseeing the TRADOC and non-TRADOC organizations involved in all aspects of doctrine development and organization development activities.
Serve as a team leader, task force leader and/or senior concepts analyst for special study groups and operational concepts development groups, organized across directorate lines to accomplish high priority, short-suspense projects
Oversee the accomplishment of a wide range of complicated and frequently unprecedented combat development assignments.
Ensure that subordinate supervisors plan the work under their control.
Make decisions on long-range planning for possible changes in directorate operations and programs.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- The ability to obtain and maintain a TOP SECRET security clearance is required.
- This position is covered by the civilian drug abuse testing program. Condition of employment for certain civilian positions identified as critical under the drug abuse testing program, or a memorandum of understanding (MOU).
- Must submit a Financial Disclosure Statement, OGE-450, Executive Branch Personnel Confidential Financial Disclosure Report upon entering theposition and annually, in accordance with DoD Directive 5500-7-R, Joint Ethics Regulation, 30 August 1993.
- The position requires extensive TDY travel (25%) in the accomplishment of duties and responsibilities.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience.
Specialized Experience: One year of specialized experience which includes: 1) Developing, revising, and implementing immediate and long-range goals, objectives, plans and schedules to meet substantial changes in support requirements for a large organization, and 2) Providing guidance for proponent efforts in multinational doctrine development. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13).

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-13).
