The primary purpose of this position is to perform complex in-depth quality analysis, independent quality reviews, quality comparison studies, identification, evaluation of organization and depot quality performance programs, processes and functions, and prepare concise, well structured oral and written communications to manage and develop policy for Complex.
Duties
1. Performs complex in-depth quality analysis, independent quality reviews, quality comparison studies, identification, evaluation of organization and depot quality performance programs, processes and functions, and prepare concise, well structured oral and written communications to manage and develop policy for Complex level quality assurance measurement programs.
2. Evaluates and reviews the Complex quality assurance program, procedures and practices to assure accuracy.
3. Meets with various WR-ALC management levels and other Complex personnel to resolve problems and create control and analytical techniques to resolve problems.
4. Participates in special projects and performs special assignments related to quality programs and systems.
5. Works to achieve and support quality improvement in all products and services.

Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management positions.
SPECIALIZED EXPERIENCE: Applicants must have at least 1 year (52 weeks) of specialized experience at the next lower broadband NH-2, equivalent to the next lower grade GS-11 or equivalent in other pay systems. Specialized experience is experience in preparing consolidated management reports and indicators to support local/higher echelon requirements; preparing reports, making decisions, recommendations and analysis submitted by subordinate quality review teams, groups, and/or specialists to assure that they accurately reflect the policies, positions, and views of the Complex. . NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Comprehensive knowledge of the Complex level, AFMC, AF and DoD quality performance measurement requirements, management and organization techniques, systems, programs, operations, and objectives.
2. Knowledge of Product Directorate organic maintenance production, quality assurance processes, and data systems supporting the quality performance measurement programs.
3. Knowledge of AFMC structure, missions, programs, and organizational relationships, as well as policies and guidelines concerning depot maintenance quality programs, and capability and program planning.
4. Knowledge of a wide variety of logistics, production management, and financial data systems within the Government. Ability to interpret, adapt, and apply system data to the performance of production execution responsibilities.
5. Ability to develop and use appropriate data collection techniques.
6. Ability to plan, organize, and negotiate effectively with senior analysts and management officials to review and accept recommendations where proposals involve resources and require changes in established concepts and procedures.
7. Ability to negotiate issues and to work effectively with a diverse group to develop common objectives.
8. Ability to communicate effectively both orally and in writing clearly, concisely, and with technical accuracy, and maintain good working relations with all individuals and organizations.
9. Ability to recognize and analyze problems, conduct research, summarize results, and the ability to communicate those results.
10. Knowledge of standard safety and health practices and established policies and procedures.
11. Knowledge of established quality principles and objectives.
12. Ability to apply lean, safety, security, and health principles, practices, and procedures and to understand and apply internal management procedures.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
