This position is located in the Treasury Inspector General for Tax Administration (TIGTA), Office of Mission Support, Human Capital and Personnel Security (HC&PS) and position reports to the Assistant Director of Human Capital (ADHC). HC&PS provides leadership and advisement in the formulation, implementation, and oversight of policies, programs, and consultative services to promote efficient and effective human capital and personnel security management that contribute to TIGTA's mission.
Duties
The following are the duties of this position at the GS-13. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position.
- Serves as an advisor and consultant on a diverse spectrum of programs and policies with full technical responsibility.
- Analyzes and evaluates current staffing situations including turnover, vacancies, and current recruitment strategies to identify and forecast staffing challenges and future mission demands.
- Ensures compliance with overarching policies established by Department of Treasury, OPM, and Executive Orders, as well as consonance with basic laws for recruitment and staffing, performance management, recognition programs, time and leave, and accountability, and related title 5, sections of the U.S. Code.
- Interpret complex legislative, regulatory, and policy guidance and prepare recommendations for management.
- Serves as the TIGTA's liaison with representatives of other Federal agencies and private sector organizations regarding assigned program areas and keeps fully abreast of new and revised program initiatives and makes authoritative recommendations for program improvements.
Qualifications
You must meet the following requirements by the closing date of this announcement.
Specialized Experience: For the GS-13, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized Experience for this position includes:
- Providing guidance to management on Human Resources (HR) policies, recruitment, and performance; AND
- Experience with recruitment, selection, appointment actions, merit promotions, and special hiring authorities; AND
- Serving as a member on an auditing team reviewing Human Capital programs; AND
- Presenting briefings to agency officials.
Specialized Experience: For the GS-12, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. Specialized Experience for this position includes:
- Advising others on HR programs and policies such as, recruitment, staffing, and performance; AND
- Researching HR laws, policies, regulations, and procedures to ensure HR compliance; AND
- Participating in studies of internal operations impacting HR operations within an organization.
Time-in-Grade: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-13, you must have been at the GS-12 level for 52 weeks.
For the GS-12, you must have been at the GS-11 level for 52 weeks.
Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.
