This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: This position is located at Fort Drum, New York.
Duties
Represent management as the direct interface between Wheeler-Sack Army Airfield, the Army Field Support Battalion, and the Defense Logistics Agency representatives for all matters concerning petroleum supply and distribution requirements.
Operate and maintain a complete mechanical fuels distribution system to include the airfield's Oasis aircraft hot refueling point.
Verify the daily physical inventory from eight refuel tankers and five above ground storage tanks by means of tapes, bob, and petroleum detecting paste to determine the quantity of fuel on hand.
Responsible for requesting the ordering of bulk F-24, when needed, to maintain mission readiness for Department of Defense aircraft.
Direct the receipt and transfer of F-24 from commercial tank trucks to storage tank.
Serves as an Airfield Hazardous Materials Representative for Waste and Contaminated Petroleum, Oils, and Lubricant with Fort Drum on hazardous materials issues.
Operates aircraft de-icing equipment consisting of a 66,000 pounds gross vehicle weight (GVW) hi-reach with a 78-foot-high boom and a mobile high lift vehicle with a 120-foot-high boom with open bucket for large, fixed wing aircraft.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Obtain and maintain hazardous materials (HAZMAT) endorsement to state issued commercial driver's license within 6 months of starting position.
- Pre-employment and annual physicals thereafter.
- This is a drug testing designated position. Both pre-employment and random drug testing are required
- Work schedules frequently involve rotating shifts, operating 24 hours per day/7days per week, and overtime.
- This position is mission essential.
- A Secret Security Clearance is required.
- This position has a requirement to lift up to 70 lbs. in the regular performance of duties.
- Appointment to this position is subject to a one-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
- This position has a Temporary Duty (TDY) or business travel requirement of 5% of the time.
- This position requires the employee to use personal protective equipment provided by the employer.

However, you must be able to demonstrate, through experience shown in your written application materials that you possess the sufficient knowledge, skills, and abilities to successfully perform the work of this position without more than normal supervision.
Minimum Qualifications (Screen Out Element): Ability to do the work of a(n) Fuel Distribution System Operator without more than normal supervision. I have the ability to perform common fuel distribution system operator duties. I can operate various fuel systems. I have experience or training initiating and controlling the movement and storage of fuel supplies by operating systems and storing fuel supplies by operating and or directing ground fuel tank truck vehicles - Failure to meet this Screen Out Element will result in an ineligible rating.
PHYSICAL EFFORT: Exerts light to moderate physical effort while performing operation such as coupling and uncoupling equipment. Work requires considerable standing, walking, bending in cramped conditions, and climbing on tanks, rigging and other equipment. Frequently lifts and carries supplies, materials and equipment that weigh up to 70 pounds, and may handle items that weigh over 70 pounds
WORKING CONDITIONS: Most work is performed outside in all kinds of weather. Follows safety regulations and uses safety equipment and precautions to avoid danger from fumes, flames and explosions or to avoid slipping or falling from equipment.
