You will serve as a SUPERVISORY ENGINEER OR MANAGER in the INFORMATION TECHNOLOGY OPERATIONS CODE 1041 of NAVUNSEAWARCENDIV NEWPORT RI. This position is part of the Warfare Centers Personnel Demonstration Project. The ND-5 pay band is equivalent to GS-14 and GS-15 grade levels. The ND-4 pay band is equivalent to GS-12 and GS-13 grade levels.
Duties
You will serve as the Branch Head for the Information Technology Operations Branch.
You will be responsible for leading the technical effort of the branch by actively supervising the establishment and administration of an available, secure, and
forward-looking network and computing infrastructure.
You will organize, plan, assign and direct new and ongoing tasking, set objectives for and evaluate the work results of subordinates.
You will resolve work problems which may technical and/or personal in nature.
You will establish training plans and provide technical and career guidance to subordinates and others outside of the branch.
You will be responsible for effecting and implementing Equal Employment Opportunity (EEO) policy with branch.
You will maintain project goals, establish goals and priorities for branch and specifically for subordinates.
You will assist with planning requirements for equipment purchases, facility improvements/modifications, and hiring and succession planning.
You will maintain awareness of subordinates’ tasking status to include on time completion of deliverables and management of risk.
You will determine appropriate balance of government and contractor assignment to tasks to ensure overall workforce health and efficient execution of sponsor tasks.
You will participate in the development of overall planning for the Corporate Operations department, and ensure that the Branch plans reflect
overall department goals and are consistent with allocated resources.
You will ensure efficient and effective operation of branch technical and business processes are implemented and that continuous process improvement goals are met, and ensure steps are taken to reduce product life cycle costs.
You will be responsible for addressing security safety, environmental, and other organization data calls and actions.
You will require knowledge of organization’s enterprise information technology (IT) goals and objectives as well as the acquisition/procurement requirements.
You will be required to manage incentive pay and performance evaluations in accordance with command policies and procedures.

Qualifications
TO QUALIFY FOR THE ND-5 (MANAGER) POSITION:
In addition to the basic requirements, your resume must demonstrate at least one year of specialized experience at or equivalent to the ND-4 (GS-12/13 equivalency) pay band in the Federal service or equivalent experience in the private or public sector: as a professional engineer overseeing information technology projects to identify new technologies or methodologies used in the design, development, integration, or maintenance of network infrastructure for an organization.
TO QUALIFY FOR THE ND-4 (SUPERVISIORY ENGINEER) POSITION:
In addition to the basic requirements, your resume must demonstrate at least one year of specialized experience at or equivalent to the ND-3 (GS-09-11 equivalency) pay band in the Federal service or equivalent experience in the private or public sector: as a professional Engineer leading information technology projects to identify new technologies or methodologies used in the design, development, integration, or maintenance of network infrastructure for an organization.

Professional Engineering 08XX Series:
Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.

Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.
