This position is part of the Warfare Centers Personnel Demonstration Project. The ND-5 pay band encompasses position equivalent to GS-14 and GS-15 and the ND-4 encompasses the GS-12 and GS-13. You will serve as a SUPV ENGINEER or SCIENTIST/MANAGER in the RF COMMUNICATION SYSTEMS BRANCH of NAVUNSEAWARCENDIV NEWPORT RI.

Duties

You will serve as a first-line supervisor responsible for the administrative and technical supervision of a medium sized workforce. You will be primarily involved with exterior communications systems, subsystems and sensors consisting of design, development, testing and evaluation, acquisition support and fleet support efforts. You will set objectives for and evaluate subordinate employees work, resolve work problems, mentor employees and establish goals and priorities. You will analyze and manage costs, forecast budgets and plan future requirements such as equipment, facilities and manpower. You will manage individual employee career development, performance reviews, compensation and any other personnel issues or concerns. You will serve as senior electronics/computer engineer working on communications submarine system/network design, development, radio frequency testing and evaluation and specification generation. You will oversee the facilities within your responsibility seeing that they are properly utilized and are operated following all safety and calibration standards.

• This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

This is an interdisciplinary position and may be filled by a Computer Engineer (0854-series), or an Electronics Engineer (0855-series) depending upon the qualifications of the candidate. • Professional Engineering Series (08XX) - Degree: A professional engineering degree from an ABET-accredited college or university; OR a degree with curriculum in differential and integral calculus, with additional courses in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics; or electronics; OR
• Professional Engineering Series (08XX) - Substitution of Education/Experience: A combination of education and experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering; and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering.
