Duties
This position is located within the Department of the Interior, Office of the Secretary, Assistant Secretary for Insular and International Affairs, Ocean Program, in Washington D.C..
The Oceans Program has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval.
At the full performance level (GS-14), the major duties of this position include, but are not limited to the following:
Serves as DOI Executive Secretariat for the U.S. Coral Reef Task Force (USCRTF), supporting workplan development, drafting positions and resolutions, staffing leadership, representing the Department in interagency working groups, and collaborating with the interagency to develop materials and set priorities and agendas.
Supports joint initiatives across DOI and the USCRTF, including identifying partnership opportunities to implement relevant portions of the Coral Reef Conservation Act Reauthorization.
Makes recommendations to DOI and NOAA officials on opportunities for collaboration with Federal agencies, States, Territories, and Freely Associated States (FAS) to better understand needs, share resources, and improve efficiency in addressing coral reef threats and ecosystem needs.
Conducts research, analysis, and preparatory work to assist DOI leaders in achieving coral-related programmatic goals.
Reviews legislative proposals affecting coral reef ecosystems, and prepares briefing materials on policy and program matters related to coral reefs and other natural resources.
Develops fact sheets, talking points, official memoranda, and other written documents to facilitate informed, fact-based decision-making.
Coordinates project planning and implementation, resource capacity assessments, and priority setting with relevant Federal agencies, States, Territories, and FAS on joint initiatives.
Assists in planning and executing USCRTF meetings.
Salary Information (per annum)
GS-13: $117,962 - $153,354
GS-14: $139,395 - $181,216
*First time hires to the Federal government normally start at the lower salary range of the grade level.
This vacancy may be used to fill additional positions as vacancies become available.
Qualifications
Minimum Qualification Requirements:
To qualify for this position you must meet the Specialized Experience for the series to which you are applying.
Specialized Experience:
To qualify for the GS-13, you must possess at least one full year of specialized experience equivalent to the GS-12 level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience:
Working on initiatives or programs at the territorial, state, or Federal level that aim to improve the health, restoration, and conservation of marine or coral reef ecosystems in the United States;
Supporting interagency or other broad stakeholder projects to define issues, develop priorities and goals, and ensure milestones are met; AND,
Fostering relationships, partnerships, and/or coalitions to bring organizations or team members with differing equities and interests toward alignment on a shared outcome.

Leading development of coral ecosystem related policy proposals, work plans, joint initiatives, or projects.
