This National Guard position is for a SUPERVISORY FINANCIAL SPECIALIST (TEMP) (TITLE 5), Position Description Number T5125000 and is part of JFHQ-G8, located in Draper, UT, with the Utah Army National Guard.
Priority will be given to all current, onboard employees of the UTNG.
The selecting supervisor is Mr. Trent Miller.
Temporary appointments may be terminated or extended in accordance with regulatory guidance and at management's discretion.
Duties
MAJOR DUTIES: This is NOT an all-inclusive list.
Exercises supervisory personnel management responsibilities.
Advises and provides counsel to employees regarding policies, procedures, and directives of management.
Selects or recommends selection of candidates for vacancies, promotions, details, and reassignments in consideration of skills and qualifications, mission requirements, and EEO and diversity objectives.
Develops, modifies, and/or interprets performance standards.
Explains performance expectations to employees and provides regular feedback on strengths and weaknesses.
Holds employees responsible for satisfactory completion of work assignments.
Appraises subordinate workers performance ensuring consistency and equity in rating techniques.
Recommends awards when appropriate and approves within grade increases.
Hears and resolves employee complaints and refers serious unresolved complaints to higher level management.
Initiates action to correct performance or conduct problems.
Effects minor disciplinary measures such as warnings and reprimands and recommends action in more serious disciplinary matters.
Prepares documentation to support actions taken. Identifies employee developmental needs and provides or arranges
for training (formal and on-the-job) to maintain and improve job performance.
Manages, directs and executes wide spectrum pay operations (Military Pay, Civilian Pay, Accounts Payable, and Travel Pay) for States USPFO customers which requires the development of policies and procedures unique to each command in an environment of constantly changing priorities and missions.
Develops policies, coordinates, and performs all military pay functions for organizations at all levels of serviced installations.
Confers and resolves all problem areas related to the branch's administrative and functional responsibilities in relation to DCPS and its related accounting interfaces.
Ensures the accurate processing of payroll, debts, and miscellaneous entitlements, while applying quality assurances techniques.
Assists with resolving complex functional problems within the pay system and affected customers.
Conducts analysis to determine the effectiveness of operations, compliance with established policies and procedures, reliability of transactions and validity of supporting documentation.
Manages the review of a variety of financial policies, guidelines, data, documents, reports, processes and procedures to determine trends preventing accurate payments.
Identifies actual and potential problem areas and develops actions and taskings to improve operations, correct deficiencies and resolve all discrepancies, differences and problems posed by internal and external sources.
Exercises accountability and leadership oversight of audits and operational reviews performed by the Internal Control and Quality Review units to ensure correct and proper execution of DoD guidance, policies, and procedures with respect to all previously mentioned pay operations.
Coordinates and participates in the development and presentation of pay policy and execution training for customers and staff.
Incorporates new ideas and methodologies and applies new and innovative practices as appropriate. Monitors the organization's internal
metrics and other performance measurement indicators.
Performs other related duties as assigned.
Qualifications

GENERAL EXPERIENCE:
Skilled in collecting and analyzing data effectively, efficiently, and accurately;
Ability to clearly enunciate English without impediment of speech that would interfere or prohibit effective communication;
Ability to write English in reports and presentation formats;
Ability to communicate clearly and effectively;
Skilled in presenting formal training presentations and briefings; and,
Skilled in applying procedures and directives by reading and interpreting program material.
SPECIALIZED EXPERIENCE:
Minimum of 1-year experience at the GS-0501-11 level. (Must submit SF 50 to validate claim)
OR
Knowledge of laws, DOD Directives, finance regulations and financial management and operating procedures relative to the entitlements and allowances related to the payment of military personnel, civilian personnel, vendors, and travelers.
Knowledge of Pay Systems supporting Military Services and Defense Agencies sufficient to identify weaknesses, recommend work around solutions to ensure pay transactions areaccurately processed and are in compliance with applicable pay regulations. This includes knowledge of a variety of procedures and techniques which enable the incumbent to workwith payroll systems and recognize numerous types of transactions, reporting requirements and documents, database applications, different pay schedules and entitlements and theability to manage and analyze data to develop a trend.
Knowledge of the overall DFAS mission and functions, operation, and relationships to other agencies to respond to special inquiries and task organizations for information and responses.
Knowledge of management and organizational techniques, systems and procedures to perform studies related to management improvement, productivity improvement andmanagement controls to analyze and evaluate criteria for the enhancement of all assigned Pay programs (Military Pay, Civilian Pay, Accounts Payable, and Travel Pay).
Ability to apply fact-finding and investigative techniques to perform studies and analysis of data and the ability to research and analyze directive and regulations to assess theirimpact on current and planned operational initiatives.
Skill in preparing reports and in organizing and delivering briefings to managers, State leadership and adjacent directorates to encourage understanding and acceptance of findings and recommendations.

Education
Substitute for specialized experience -
Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher level graduate education leading to such a degree, or LL.M., if related. The awarded college degree should be in one of the following disciplines: Accounting, business, finance, economics, math, statistics, industrial management, marketing, quantitative methods, or organizational management.

As a condition of continued employment in the GS-0501-11 positions and dependent on each position's certification level, the employee must complete the higher financial management certification within 24 months of appointment to the position.
