Duties
This position is with the Office of Inspector General, Office of Chief of Staff, in Washington, District of Columbia. This office directly supports the Inspector General, the Deputy Inspector General, and other senior OIG leadership on the full range of OIG activities, including legislative, strategic, and risk management matters. As the Director of Congressional Affairs, you will design and implement a congressional relations strategy for the DOI OIG that promotes our mission, accomplishments, and priorities.
Your major responsibilities include:
Advising the Inspector General (IG), Deputy IG, and other senior leaders on matters related to oversight, legislative processes, and congressional reporting and issues.
Building and maintaining effective working relationships with congressional stakeholders to include congressional members, staff, and committees and arranging for personal contacts and meetings.
Preparing the IG and other senior OIG staff for congressional testimony and fielding congressional inquiry.
Managing and coordinating responses to congressional requests to include writing and reviewing responses on sensitive and complex issues.
Maintaining proactive awareness of congressional activities, including hearings and pending legislation, and providing regular updates to the IG and senior leadership.
Providing direction and supervision to all phases of technical and administrative operations of subordinate staff.

Merit Promotion candidates (Federal employees) must meet time-in-grade requirements by the announcement closing date.
Minimum Qualifications GS-15:
To qualify for this position, you must have one year (52 weeks) of specialized experience equivalent to the GS-14 grade level in the Federal service performing all of the following:
Navigating Congressional or legislative processes to advocate for an organization's mission, priorities, and work,
Continuously monitoring and evaluating Congressional activity or issues to advise management,
Fostering positive working relationships with Congressional or legislative representatives, staff, or committees, AND
Writing or reviewing testimony, talking points, or responses to Congressional requests addressing sensitive or complex matters.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Education
There is no substitution of education for experience at the GS-15 level.
