The Chief Supply Chain Officer (CSCO) is the senior supply chain management officer for a VA Health Care System (VA HCS) with multiple sites of care and supported catchment area, responsible for the development and integration of a cohesive, forward-looking supply chain that ensures the logistical requirements of the VA HCS with multiple sites of care and supported catchment area are met.

*****This vacancy announcement is for VHA EMPLOYEES ONLY, all Facility #596 Eligible Employees please refer to Announcement CBTG-12640636-25-MH***** Major duties include, but are not limited to: Oversees, guides, manages and integrates supply chain operations for LVAHCS; Plans and coordinates operations with fiscal, acquisition, clinical and administrative operations; Coordinates with the financial organization to ensure goals are realized; Manages multi-million dollar budgets for staff training, expendable supplies, equipment (both capital and non-capital), assigned staff salaries, special projects, durable medical supplies and equipment, eyeglasses, and prosthetics supplies. Establishes, monitors and manages the performance and measurement of logistics functions; Conducts logistics audits, compliance reviews and program effectiveness and efficiency reviews based on self-developed and nationally developed standards; Plans and manages all levels of supply chain activities involved in sourcing, procurement and logistics management; Provides expert technical and analytical advice to the LVAHCS Leadership team respectively in matters relating to all acquisitions, logistics and supply chain matters; Coordinates communication within the logistics community, within network, between networks, and between agencies; Standardizes business processes, establishes performance measures and analyzes the supply chain, developing actions as a result of analysis results, metrics, quality assurance/compliance, operating practices, and reporting within the system and supported catchment area; Coordinates the integration of new technology and/or implementation of new supply and equipment requirements; Leads in the standardization of recurring-use supplies, equipment, automating inventories of supplies and equipment and improving logistics services utilized (equipment maintenance, durable home medical equipment, capital equipment installation/ construction, etc.) within the LVAHCS and supported catchment area; Engages customers regularly and coordinates satisfaction surveys with customers to determine their needs and satisfaction with the manner in which the logistics system is meeting those needs; Reviews all requisitions to ensure proper utilization of government property and screening for the appropriate use; Oversees the planning and coordination of periodic inspections, inventories and change of hand receipt accounts to assure supplies are serviceable, properly stored, maintained and accounted for as required by regulatory authority; Leverages life cycle management practices to ensure efficient allocation of resources for assets through the entire lifecycle; Performs full range of supervisory duties including selection, orientation, evaluation and disciplinary actions as appropriate; Develops training programs, develops curriculum, creates training opportunities, and develops tests designed to enhance the skills and abilities of subordinate staff. Work Schedule: Monday through Friday; 7:30AM- 4:00PM Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/30/2024. Applicants must meet each of the following requirements: Time-in-Grade and Specialized Experience. These are separate requirements. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-14 position you must have served 52 weeks at the GS-13. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. Specialized Experience: Candidates must have one (1) full year of specialized experience equivalent to at least the next lower grade level (GS-13) in the Federal Service, that is directly related to the work of the position and has equipped you with the particular knowledge, skills and abilities to successfully perform the duties as a Supervisory Logistics Management Specialist. Specialized experience includes, serving as a senior supply chain management leader/supervisor, responsible for ensuring the logistical requirements of an organization are met; planning/coordinating and evaluating various operations to ensure the effectiveness and efficiency of a logistics program. Areas of knowledge and skill should include acquisition management, purchasing, transportation, distribution, inventory management and control, expendable and non-expendable equipment, and warehouse operations; experience with budget formulation and forecasting of expenditures. At this level, candidates should possess experience in overseeing and managing a large group with a variety of occupations and subordinate supervisors. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: The work is primarily sedentary; however, the position is required to participate on environment of care rounds, Internal and External Quality Reviews, and external auditor site visits. These reviews include a review of work areas including warehouse, supply areas that require personal protective equipment such as operating room and lab, and equipment disposition areas that involve removal of hazardous waste. This may require long periods of standing, walking, and/or maneuvering around moving or otherwise hazardous equipment such as forklifts, pallet jacks, and cart washers. Work area is adequately lighted, heated and ventilated. May require occasional travel.
