You will be a hands-on technologist responsible for leading an Infrastructure Division that builds and maintains cloud and on-premise networks, identifies and executes on opportunities to improve networking capabilities, develops and tests disaster recovery and continuity of operations plans, and manages cross-functional teams to deliver innovative information technology solutions. You will develop and communicate strategies to senior management and supervise a team to execute these plans.
Duties
As the Associate Director for OIT Infrastructure Division, you will:
Make recommendations on networking and IT infrastructure strategies and new capabilities, including the development and execution of project plans.
Supervise a staff of information technology specialists in the development and maintenance of FCA's on-premise and cloud networks, including appropriate technical architecture.
Lead FCA's security operations center, including identifying and implementing appropriate security controls and monitoring.
Assign staff to projects and provide oversight in the development and execution of project plans.
Maintain ownership of the General Support System, including security control identification and execution, disaster recovery, and continuity of operations.
Manage contracts and vendors for support of our network and security monitoring.
Provide written analysis and oral presentations, along with recommendations, on potential capability enhancements, new technologies, data and application security, disaster recovery and continuity of operations.
Requirements
- Must be a U.S. citizen.
- One year supervisory or managerial probationary period, unless previously served.
- Suitability for Federal employment, as determined by a background investigation.
- Submission of a financial disclosure report may be required.
- You must be a current FCA career or career conditional competitive service employee.
Qualifications
You may qualify at the VH-41 (GS-15) band level if you have one year of specialized experience equivalent to the VH-40 (GS-14) band level in the Federal service. Specialized experience is experience that has equipped you with the knowledge, skills, and abilities to perform successfully the duties of the position. Such experience may include:
Skill in computer networking;
Experience developing and executing strategies for technology operations, including deployment of enterprise-wide technology, end user support, and communications.
Experience in network technologies, including firewalls, wide-area networks, and architectures;
Experience supervising a team of Information Technology specialists; or
Experience developing and executing strategies for network architecture, including disaster recovery and continuity of operations.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Time-In-Grade Requirements: Current and former Federal employees (including VEOA eligibles) must have served one-year (52 weeks) at the next lower grade in the Federal service to meet time-in-grade restrictions per 5 CFR 300, Subpart F, by the closing date of the announcement.
