As the Deputy Director and Deputy Chief Information Officer acts as the alter ego to the Director and Chief Information Officer in orchestrating information resource management to support the FCA headquarters and field offices nation-wide, work that is critical to the accomplishment of FCA's mission to ensure the safety and soundness of the Farm Credit System (FCS).
Duties
As the Deputy Chief Information Officer under the direction and delegation of the Chief Information Officer, you will:
Manage, lead, direct, and coordinate cover over the IT programs, services and resources necessary to support the mission and operations of the Agency;
Serve as an Information Resource Management (IRM) policy advisor and make recommendations to the CIO concerning critical information issues and related management decisions on program priorities, objectives, applications, technology, and funding;
Assist with overseeing the management of FCA information resource systems including infrastructure, network, telecommunications and all related security requirements;
Supervise subordinate managers and IT teams engaged in providing Information Management support Agency-wide;
Develop and recommend customer-focused initiatives to re-engineer and improve program and IT practices while ensuring product quality and conformance to customer specifications.

Qualifications
Basic Requirement
For all positions, individuals must have IT-related experience demonstrating each of the four competencies listed below.

Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
In addition to meeting the basic requirement you must possess the specialized experience noted below.
You may qualify at the VH-43 band level if you have one year of specialized experience equivalent to the VH-41 (GS-15) band or higher in the Federal service or r in equivalent public or private service and included activities similar to the following examples:
- experience serving as a senior level information technology program management experience;
- experience recommending and managing long-range strategies and plans for management of IT resources;-
experience managing and leading the implementation of solutions in modern, reliable, and secure operation of end-to-end IT services;
- experience carrying out general management responsibilities for an office or organizational unit that includes formulation and execution of the budget, human resources management, and oversight of contracts and contractor
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Time-In-Grade Requirements: Current and former Federal employees (including VEOA eligibles) must have served one-year (52 weeks) at the next lower grade in the Federal service to meet time-in-grade restrictions per 5 CFR 300, Subpart F, by the closing date of the announcement.

Education may not be substituted for experience to qualify for the VH-43 band level.
