This is a key operations management position in the Administrative Office of Environmental Management Service. This position functions as a Program Support Assistant in the Environmental Management Service (EMS) and provides a wide variety of administrative tasks for the Chief, Environmental Management Service and the management staff, associated with maintaining and supporting work performed within the service.
Duties
Major duties include, but are not limited to:
Actively performs duties/functions of the program support assistant for the Chief Environmental Management Services and the management staff of the service. Type memoranda, minutes, reports, create spreadsheets etc. and routes and maintains files appropriately. Skills in utilizing VISTA, Windows, Microsoft office programs, CPRS, etc. Performs a variety of receptionist duties including receiving calls, greeting visitors, and directs to appropriate staff members only those contacts needing attention and action. Incumbent responds to routine and non-routine technical requests for information. Screens sales representatives and schedules appointments according to staff openings. Schedules appointments and meetings and ensures that staff are aware of commitments. Incumbent is responsible for reserving conference rooms for staff well in advance and ensuring availability of rooms.
Receives and reviews all mail incoming and outgoing for the Service. Determines which items should be brought to the attention of the Service Chief and directs mail to other staff for appropriate action. Ensures that the Service Chief and section manager are made aware of any items that may require their immediate attention. Prepares in final format routine routing correspondence ensuring that it meets acceptable VA standards. Ensures that request and proper documentation is available for granting of advance sick leave, leave without pay and other leaves taken. Updates information on Environmental Management Service shared drive. Initiates clearance sheets for employee separations.

The incumbent will post, edit, and correct timecards recording daily attendance information on a daily basis for a staff of 150+from certified time schedules providing centralized maintenance and control of time and leave records for the EMS service. The incumbent will post leave, validates, and enters over/comp time, enter appropriate tours of duty, post holiday worked, makes prior pay period adjustments, when necessary, ensures associates are certified bi-weekly. The incumbent must maintain statistics on employees utilizing family medical/friendly leave and the leave transfer program to ensure the complex regulations concerning these programs are followed.
Performs other related duties as assigned.
Work Schedule: 7:30AM-4:00PM, Monday-Friday. Work schedule subject to change based on agency needs.
Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. This position may be authorized for telework. Telework eligibility will be discussed during the interview process. Ad-hoc eligible.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/27/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-06. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-06 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: experience where you were responsible for providing administrative support; collecting, compiling and tracking data and information; processing documents and reports; establishing, updating and maintaining office files and records; performing automation duties using such software applications such as word processing, spreadsheet, electronic mail, desktop publishing, calendar, database and/or graphics; answering telephones, referring visitors, and providing information.

Physical Requirements: The work is normally sedentary, but includes some walking, standing, and carrying of light items such as papers and books. No special physical demands are required to perform the work.
Incumbent primarily works in an office where there are normal everyday risks. The work area is adequately lighted, heated and ventilated, remote access may be granted at the approval of department chief.
