This position is located in the Office of Research and Development (ORD), Veterans Health Administration (VHA), Department of Veterans Affairs (VA) Central Office, and is based in Washington, D.C. VA's research program is strongly committed to supporting high quality, patient oriented research across an entire spectrum spanning from basic research to clinical applications of new knowledge.

Duties

The salary range listed on this announcement reflects the GS Salaries across the entire country for the grade levels being announced. Once a selection is made the salary will be set based on your location and the given locality table for that area. - https://www.opm.gov/policy-data-oversight/pay-leave/salaries-wages/2024/general-schedule Major Duties: Maintains broad knowledge base about potentially applicable practices and technologies for VHA clinical research. Developing, directing, and evaluating a program of research activities that meet the strategic goals for VA clinical research. Oversees clinical research activities that ensure the effectiveness, efficiency, quality, safety and innovation of program centers and research studies. Leads strategic initiatives in scientific, administrative, financial, regulatory, and quality management domains to enhance the conduct of cooperative research within VA. Develops a strategic plan and work plan which drives the operation and future direction of Program. Plan is directed toward establishing and maintaining an efficient, effective and quality-based program and developing and growing the program. Identifies, justifies, and implements actions to improve operational efficiency, such as identifying needed resources or changes in procedures. Oversees Program Office processes for study initiation and provides direction in planning activities. Ensures fiduciary accountability for Program funds including overseeing the management of the Program budget and project funding, ensuring that appropriate internal control systems are in place. Prepares budget recommendations in coordination with the Director. Ensures appropriate and unbiased peer review of all CSP proposals and program activities including review by external expert consultants and coordination with concerned stakeholders. Oversees network of research teams based in the field that are dedicated toward achieving Program goals. Provides direction to operational/administrative, scientific, and quality units and related subunits and oversees activities aimed at addressing strategic needs. Evaluates changing priorities and determines when major programs or projects should be initiated, terminated, or curtailed; when and in what time frame specific changes in emphasis need to be made in programs or parts of programs. Work Schedule: Monday-Friday, 8:00am - 4:30pm Compressed/Flexible: Available. Telework: Available (applicant is required on site 50% of work schedule per pay period). Remote: This is not a remote position. You must be willing to report to a physical duty station listed on the announcement. Virtual: The employee may work at a VA facility or other VA-leased space other than the facility that is hiring the employee and is authorized for telework up to 50%. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/17/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-15 position you must have served 52 weeks at the GS-14. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. All applicants MUST meet the following Individual Occupational Requirements: There is no educational substitution at the GS-15 grade level. However, for the Individual Occupational Requirements (IOR) ONLY, a transcript must be submitted with your application. Basic Requirement: You must posses a Bachelor's or graduate/higher level degree: major study in an academic field related to the medical field, health sciences or allied sciences appropriate to the work of the position. This degree must be from an educational program from an accrediting body recognized by the U.S. Department of Education(external link) at the time the degree was obtained. In addition to the Individual Occupational Requirements and the Selective Placement Factor, you MUST also meet the GS-15 specialized experience requirements. Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-14 in the normal line of progression for the occupation in the organization. Examples of Specialized Experience include: Maintains broad knowledge base about potentially applicable practices and technologies for clinical research. Developing, directing, and evaluating a program of research activities that meet strategic goals for clinical research Oversees clinical research activities that ensures the effectiveness, efficiency, quality, safety and innovation of program centers and research studies. Oversees network of research teams based in the field that are dedicated toward achieving program goals. Provides direction to operational/administrative, scientific and quality units and related subunits and oversees activities aimed at addressing strategic needs. Note: Evidence of specialized experience must be supported by detailed documentation of duties performed in positions held on your resume. You must provide work experience information such as hours per week, salary, and starting/ending dates of employment (month and year format) to establish you have one (1) full year of Specialized Experience at or comparable to the required grade level. To be considered Best Qualified, the following experience must be verifiable in your resume/application: Quality Ranking Factor (QRF): Experience with clinical research design, operations and management. . Part-time experience will be credited on the basis of time actually spent in appropriate activities.
