The purpose of this position is for the incumbent to serve as the Director of Medical Countermeasures (MCM) Preparedness and Response in the BARDA OD and reports to the Director of MCM Programs. The incumbent primarily focuses on addressing these three critical gaps: lead efforts to improve response capabilities, develop and implement a more structured response plan, and support ASPR and whole-of-Government response to address new, future emergencies.

Qualifications
Graduate/higher level degree: major study in an academic field related to the medical field, health sciences or allied sciences appropriate to the work of the position. This degree must be from an educational program from an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained.
At a minimum, the candidate must possess a doctoral-level degree from an accredited institution of higher learning, including: Ph.D., M.D., D.V.M., D.D.S., D.M.D., Sc.D., or other research doctoral-degree widely recognized in U.S. academe as equivalent to a Ph.D. This degree must be from an educational program from an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained.

MANDATORY QUALIFICATIONS
Eligibility for this position will be based upon a clear demonstration that the applicant possesses the scope and quality of experience sufficient to effectively carry out the above-described responsibilities.
A doctoral-level degree and significant work experience demonstrating a high degree of relevant expertise in research, development, manufacturing, and regulatory approval of medical countermeasures against Chemical, and/or Biological (such as infectious disease), and/or Radiological and/or Nuclear threats.
At least five (5) years of experience managing product development and product procurement contracts.
Professional knowledge of the U.S. Government acquisition, procurement, and contracting processes.
At least one (1) year of experience successfully leading a large team of individuals with diverse experiences, skills, and backgrounds from across an organization's departments and from outside organizations in the development MCMs.
Experience identifying and managing critical requirements, situational reporting, response related assets, and MCM-related logistics.
Experience leading collaboration and coordination efforts with global partners.
Experience working with and leading complex negotiations, including research and development and procurement contract negotiations, in time sensitive situations.
Experience leading and coordinating a large, matrixed rapid-response or similar time-sensitive effort.
Strong oral and written communication skills, particularly with respect to communicating complex scientific and technical information.
Education
