Duties

Incumbent serves as a Transportation Assistant that conducts in-depth, extensive investigations surrounding shipping discrepancies and problems associated with inbound/outbound shipments Reviews and analyzes shipping data, delivery of receipts, statements and other supporting documents reflecting discrepancies, loss and damage related to shipments Receives reports of discrepancies on overages, shortages and damages and performs onsite inspection of damaged material received. Checks local terminal and facilities to determine disposition of astray freight with no billing and Assists carriers in matching freight bills of lading, connecting carriers and other installations for assistance and/or disposition Consults various regulatory guides pertaining to the report of survey, and accounting for lost and damaged government property. Communicates with receiving personnel, and shipper's representatives to obtain clarification on conflicting statements, affidavits, certificates, disposition statements and information regarding weight and cost discrepancies.

Qualifications

To qualify for a Transportation Assistant, your resume and supporting documentation must support: Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-06 level, applicants must possess one year of specialized experience equivalent to the GS-05 level or equivalent under other pay systems in the Federal service, military, or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes: Experience in the application of standardized transportation regulations, policies, methods, and procedures, Responds to inquiries from commercial carriers and carrier representatives concerning unclaimed, undeliverable, or refused freight. Determines the most appropriate shipping methods and provides special instructions and clearances needed to request routing instructions based on weight, configuration, priority, destination, and freight classification. Education: As a general rule, education is not creditable above GS-5 for most positions covered by this standard; however, graduate education may be credited in those few instances where the graduate education is directly related to the work of the position. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Physical Demands: Work is generally of a sedentary nature. Occasionally the employee is required to conduct floor searches or check material on the warehouse floor. Work requires handling of material that may weigh up to 15 pounds. If moving or lifting items over 15 pounds, will request assistance or utilize lifting devices. May be required to climb ladders and work on safety pallets. During periods of work in the warehouse, work may require some physical exertion, such as long periods of standing; recurring bending, crouching, stooping, stretching, reaching, or similar activities. Must obtain a valid license to operate Material Handling Equipment (MHE), to move, stock and restock materials. Work Environment: Employee works primarily in an office setting involving everyday risks or discomforts. Employee is occasionally required to go to warehouses and loading docks to search for or examine missing or discrepant material. Must exercise care when working around materials handling equipment, conveyors and freight. May be exposed to heat, dirt, heights, noise levels, dust, fumes and/or other difficult working conditions. The work environment may involve moderate risks or discomforts which require special safety precautions such as working around moving warehouse equipment, carts or machines. In some situations, employee is required to wear protective clothing or equipment.

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours that your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.

FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show that the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
