Organizational Location: This position is located in the Department of Homeland Security, Immigration and Customs Enforcement, Office of Public Affairs, in Washington, District of Columbia.
This is a non-bargaining unit position.
Duties
As a Public Affairs Specialist, GS-14 you will perform the following duties:
Analyzes conflicting data and summarizes recommendations to the program for consideration on various points of view and specifically the reasons for accepting or rejecting the input.
Participates in high-level policy making meetings and conferences serving as an advisor on reactions to new policy initiatives.
Identifies communication needs and developing informational materials that inform appropriate publics of the agency's policies, programs, services, and activities.
Executes and evaluates the effectiveness of information and communication programs in furthering agency goals.
Formulates policy governing information dissemination functions for a significant organization component of an agency.
Requirements

Specialized Experience: You qualify for the GS-13 grade level if you possess one (1) year of specialized experience at the GS-12 grade level or equivalent performing duties such as:
Manages relationships with stakeholders engaged in various media relations functions;
Coordinates stories and media engagements on topics of national interest;
Engages with higher-level management on public affairs or story planning activities; AND
Prepares communication materials on stories or topics with national interest for public release.
Time in Grade Requirement GS-13: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).
Specialized Experience: You qualify for the GS-14 grade level if you possess one (1) year of specialized experience at the GS-13 grade level or equivalent performing duties such as:
Fosters relationships with executive leadership and stakeholders engaged in various media relations functions;
Advises executive-level management on public affairs or story planning activities; AND
Prepares organizational-level media campaigns and associated guidance and or procedures.
Time in Grade Requirement GS-14: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-13).
