Duties
Serves in the Procurement Process Support Directorate within the Programs Division.
Directs and supervises the accomplishment of functional systems analysis and design; policy and procedure analysis and development; development of system process improvements; and functional analysis of business operations.
Participates in implementing policy and procedures regarding acquisition information/data systems.
Determines any system gaps or system changes that require attention to ensure that all system requirements have been met in the functional design for the Enterprise Business System (EBS).
Serves as expert analyst and advisor to senior management on Procurement functional program/process improvement initiatives.
Defines system enhancements that improve the system and enhance end user’s productivity capabilities.
Addresses supply chain issues to insure the EBS systems is operating properly in support of procurement and supply management functions.
Collaborates efficiently and effectively with team members/stakeholders in execution of duties associated with personnel actions (e.g., hiring, performance evaluations) to ensure compliance with training program’s expectations.
Performs supervisory duties for the Pathways programs participants (i.e., Pathways to Career Excellence (PaCE), Interns).
Analyzes, researches, and evaluates the Pathways program processed and develops, recommends, and/or implements improvements.

Qualifications
To qualify for a Supervisory Procurement Analyst, your resume and supporting documentation must support:
A. Basic Contracting Requirement: A.) A baccalaureate degree from an accredited educational institution authorized to grant baccalaureate degrees OR B.) a current civilian employee in DoD or member of the Armed Forces, who occupied an 1102 position, contracting officer position, or comparable military contracting position with authority to award or administer contracts above the simplified acquisition threshold on or before September 30, 2000 are excluded from the requirements of "A" above.
B. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. In addition to meeting the Basic Education Requirement above, to qualify for the GS-13 grade level, specialized experience must be at the GS-12 grade level or equivalent under other pay systems in the Federal service, military or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes:
Experience with procurement pre-award and post-award process interrelationships, process performance critical data, and performance metrics.
Reviewing, evaluating and providing specific guidance concerning contracting policies and procedures.
Applying and adapting analytical and project management techniques and evaluation criteria to assess the effectiveness and efficiency of processes and procedures.
Analyzing/evaluating contracting matters and recommending contracting policies, procedures, guidance and control for subordinate contracting activities.
Participating in the development of policy as a representative to special task groups within the organization.
Serving as an acquisition subject matter expert on a multi-functional team tasked with developing process or procedures.
Providing advice and guidance on contracting matters to project managers and contracting officers.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
