Duties
Serves as Strategic Contracting Division Chief and Lead Contracting Officer.
Develops, executes, and holds their team accountable to specific milestone plans to implement and execute decisions that involve major multi-million dollar procurement contracts.
Reviews proposed procurement documents to include, but not limited to, solicitations and awards.
Responsible for business and legal decisions involving contract award, administration and termination actions, and has signature authority for all pre-award and/or post-award actions, up to the dollar limit specified in their warrant.
Responsible for all actions related to acquisition planning, solicitation, evaluation, negotiations, contract award, contract administration and contract management functions.
Leads negotiations for major transactions, arbitrating and resolving differences, and negotiating counter offers or rebuttals where others cannot reach agreement.

Qualifications
To qualify for a Supervisory Contact Specialist your qualifications must include:
Basic Contracting Requirement: A.) A baccalaureate degree from an accredited educational institution authorized to grant baccalaureate degrees OR B.) a current civilian employee in DoD or member of the Armed Forces, who occupied an 1102 position, contracting officer position, or comparable military contracting position with authority to award or administer contracts above the simplified acquisition threshold on or before September 30, 2000 are excluded from the requirements of "A" above. *Applicants MUST provide copies of official transcripts.
Contracting Officer Requirement: Must possess at least 2 years of experience in a contracting position
Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-14 level, applicants must possess one year of specialized experience equivalent to the GS-13 level or equivalent under other pay systems in the Federal service, military or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes:
Executing complex strategic/long term contract arrangements.
Executing the provisions of the Federal Acquisition Regulation (FAR) to develop the agency's acquisition program goals and objectives.
Analyzing strategies for cost-effectiveness and return on investment relating to improved acquisition approaches and industry techniques.
Ensuring acquisitions are completed in accordance with applicable policies, regulations and instructions.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Education
Substitution of education may not be used in lieu of specialized experience for this grade level.
