The incumbent serves as the Program Support Assistant for administrative and professional support within the Center for Development and Civic Engagement (formerly known as Voluntary Service), for the Tennessee Valley Healthcare System (TVHS), and Community Based Outreach Clinics (CBOCs). TVHS is a multi-disciplinary and multi-site enterprise organization that the Program Support Assistant supports.
Duties
The incumbent carries out required performance of this position as Program Assistant to the CDCE office at TVHS. Serves as Program Assistant by performing clerical, administrative, and budgetary support to the volunteer service in this multi-mission facility. The TVHS CDCE program consists of over 300 regular scheduled volunteers, 300 occasional volunteers and approximately 50 Summer youth Volunteers. The incumbent is assigned to the CDCE which reports to the Office of the Assistant Director.
Major duties include but are not limited to:
Responsible for providing front office support including greeting and answering questions, enrolling and managing Volunteers, records file system, time and attendance, processing travel orders and vouchers, providing budgetary support, and running operations in the absence of the CDCE Chief or Assistant Chief.
Screens requests according to priority referring inquiries to the appropriate resources for action and appropriately takes care of routine matters not requiring specialized knowledge.
Initiates key administrative activities to support the recruitment, screening, and processing of volunteers.
Serves as the Automated Data Processing Application Coordinator (ADPAC) for CDCE.
Manages CDCE staff budgetary and procurement support functions.
Assists the Voluntary Specialist with the posting of the legal deposits and expenditures.
Reviews and screens all mail to ensure the service chief is alerted to appropriate issues requiring immediate action.
Prepares written correspondence, edits correspondence, submits corrections for service Chief's review and routes to appropriate service levels for approval and signature.
Manages minutes for Voluntary Service Staff meetings, VA Voluntary Service Committee meetings, Veterans and Family Advisory Council meetings and conferences on behalf of the Service Chief.
Transcribes minutes and notes from service Chief or other staff members completing numerous letters, memorandums, reports and other required documents for submission to internal and external customers.
Maintains management control for all CDCE records as the records custodian.
Provides guidance to regularly scheduled volunteer staff, youth volunteers and some higher-level personnel in the performance of volunteer service duties.
Coordinates monthly maintenance schedules and reports status of volunteer transportation vehicles.
Receives visitors and callers, determines the nature of business and directs visitors or callers to their destination by using verbal directions and/or information directories.
Serves as the acting voluntary service specialist in his/her absence and will carry out other duties, as assigned to ensure the coordination/execution of successful events.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/19/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-06 position you must have served 52 weeks at the GS-05. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.
In addition to meeting the time-in-grade requirement, applicants must also meet the following:
Specialized Experience: Applicants must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Specialized experience is defined as: performing clerical/administrative duties in an office environment; answering and directing phone calls; preparing correspondence; demonstrate ability to communicate effectively both orally and in writing; maintaining files/records; provide budgetary support; procuring supplies, materials and using a computer to perform a variety of support tasks. At this grade level, applicants should have good verbal and written communication skills and the ability to perform assignments independently with minimal oversight.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
Physical Requirements: The work is mostly sedentary but requires standing during presentations or training; may require some walking, bending, stretching and carrying objects such as files/binders. Work also requires spending time performing keyboarding duties.
