This position is located in the Division of Administration of the Federal Deposit Insurance Corporation and provides support in the areas of planning, design, construction, installation, operation, preventive maintenance, and repair activities in regard to all mechanical and electrical equipment supporting data centers.

Duties
Responsible for sustaining state-of-the-art data center support infrastructure including testing, troubleshooting, operation, repair and preventive maintenance of mission critical facilities and associated equipment components such as stand-by generators and related fuel systems, three-phase electrical systems, switchgear, switchboards, transfer switches, uninterruptible power supply systems, power distribution units, wet and dry cell batteries, computer room air conditioning units, mechanical chillers, cooling towers, pumps, valves, motors, drives, water supply and treatment systems, fire detection and alarm systems, wet and dry fire suppression systems, air handlers, fans, dampers, controls, meters, gauges, and monitoring systems.
Responsible for strategic and tactical issues in data center infrastructure operations such as ensuring and sustaining safety, security, availability, cost management, risk assessment and mitigation; reviewing corrective and preventive maintenance of critical infrastructure; and reporting energy use. Coordinates energy enhancements and develops strategies to ensure efficient and effective achievement of required data center capacity. Develops, maintains, and reports key performance indicators for data center operation, energy use, maintenance activities, and equipment operation.
Manages the design, installation, testing and commissioning of power and cooling infrastructure systems as well as network cabling; monitoring contractors supporting these activities; and providing technical support analyses, development, and implementation of strategic and tactical plans in regard to the data center in accordance with established DOA, Division of Information Technology (DIT), and FDIC standards and procedures, as well as industry best practices
Plans, organizes, and supervise contractors, consultants, and the overall data center operation with a focus on ensuring the stable infrastructure operations of the FDIC’s National Data Center.
Serves as Oversight Manager on assigned contracts and maintains accurate and complete records, files, deliverables, and performance documentations for projects, financial statements, contractor personnel, and daily operations.
Establishes technical scopes of work for architect-engineer and interior space design services. Serves as a resource expert in the identification and selection of design professionals.
Reviews and approves all design products to ensure compliance with agency program requirements and industry standards. Reviews and approves construction drawings as well as mechanical and electrical specifications. Evaluates and approves electrical and cooling load analysis of the data center as well as any other critical areas of FDIC buildings.
Develops and implements a facility repair plan based on condition assessments, engineering drawings, space plans, and construction documents. Coordinates and implements critical building equipment and systems repairs, upgrades and overhauls based on equipment criticality, manufacture's recommendations, applicable industry standards and available resources.
Functions as a team leader during contract acquisitions. Plans, develops, and establishes formal and informal procurement packages to include statements of work, cost estimates, design specifications, schedules, phasing plans, acquisition plans and vendor evaluation criteria.
Qualifications
Qualifying experience may be obtained in the private or public sector. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic, religious/spiritual; community; student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. To qualify, applicants must have completed at least one year of specialized experience equivalent to at least the 13-grade level or above in the Federal service. Specialized experience is defined as experience in participating in all phases of contract construction activities from pre-bid to completion, including reviewing plans and specifications covering construction of projects such as facility improvements, alterations, and major repairs; designing, implementation, operations and preventative maintenance of facilities and associated electrical, mechanical and life safety equipment components; and serving as contractor oversight/technical advisor to support analyses, development, and implementation of strategic and tactical plans.
