The Administrative Officer (AO) is located in the Office of the Chief, Pathology and Laboratory Medicine at James H. Quillen VAMC (JHQVAMC), Mountain Home, TN. The incumbent provides support for complex clinical operations as the coordinator, advisor, analyst, and planner for multiple program design and development among integrated services and the delivery of the health care services.
Duties
The incumbent provides support for complex clinical operations as the coordinator, advisor, analyst, and planner for multiple program design and development among integrated services and the delivery of the health care services, and has the responsibility to assist the Chief, Pathology and Laboratory Medicine and the Laboratory Manager by fulfilling administrative duties defined herein.
Major Duties but no limited to:
Assists in the design, implementation, modification, and maintenance of quality management and risk management programs.
Applies specialized knowledge of health care management to the planning, organization, and evaluation of the delivery of health care services to Veterans.
Provides administrative leadership, consultation and technical assistance to other service chiefs, section chiefs, care line managers and their administrative support staff related to complex clinical operations.
Responsible for preparing and submitting business plans, equipment procurement packages. scarce medical and service contract procurement packages. etc., which encompasses the input of all patient care services (Nursing Service, Business Office, Quality Management, etc.).
Responsible in the provision of continuity between the Pathology and Medicine Service for researching and interpreting internal and external policies, directives survey standards and regulatory requirements.
Responsible for multiple and complex systemic activities relating to all aspects of clinical operations including coordinating utilization management and quality assurance activities to increase the efficiency and appropriateness with which services are provided and resources are utilized.
Monitors, as directed by the Chief Pathology and Medicine Services. clinical operations including review, analysis, and reporting of workload statistics and program functions.
Ensures accurate identification, reporting, trending, interventions, and education to provide efficient operations and to protect the organizations resources.
Collects data from multiple sources ensuring that precise and accurate summaries are provided for reporting, tracking/trending and reviews and validates the data.
Establishes effective tracking systems and conducts statistical analysis on the data to identify patterns, trends, and variances. selects and utilizes appropriate evaluation measures, conducts qualitative and quantitative data analysis and summarizes significant results and recommendations to improve services and to promote quality care.
Provides guidance that assures findings are used to modify and improve program processes and systems to facilitate achievement of the facility strategic plan.
Responsible for satisfactory resolution of complex patient concerns that reach the level of the Service Chief or Executive Leadership Team (ELT).
Responsible for the management and final development of all action items such as data calls, VISN, FOIA, OIG requests, local and VISN submittals, and congressional correspondence.
Serves as Chief, Pathology and Medicine Services liaison for administrative investigations or root cause analysis reviews involving clinical operations and other internal and external reviews, including investigations, surveys and focused reviews.
Responsible to contribute substantially to the efficient operation and effective management of clinical programs within the service by taking the initiative in the development and implementation of needs assessments and potential problem identification by developing constructive approaches to program analysis and systematic problem-solving exercises.
Works closely with Human Resources in the recruitment process (board actions for practitioners, announcing the position, certification of qualified candidates, coordinates with selecting official for interviews with candidates, establishment of start date for selected candidate, and writes position descriptions).
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/19/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.
For a GS-09 position you must have served 52 weeks at the GS-07.
For a GS-11 position you must have served 52 weeks at a GS-09.
The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:

Direct administrative activities to support the Healthcare System's goals and objectives
Identifying and defining both short-term and long-range planning issues
Analysis of internal and external data, to include workload, productivity, staffing methodologies
Developing and managing new revised policies and procedures
Identifying repeated complaints and initiates performance improvement techniques to resolve and ensure long term resolution
Analyze program-specific data; compiles final reports of evaluation efforts, notes discrepancies, and plans initiatives for effecting remedial actions to reach established goals
Prepare immediate and long range budget request
Monitors expenditures and suggest reallocation of funds based on needs
Assist with recruitment of staff
Perform Human Resource actions

To qualify based on education for this grade level you must have a Master's or equivalent graduate degree; or 2 full years of progressively higher level graduate education leading to such a degree; or a LL.B. or J.D., in a field related to this position that demonstrates the knowledge, skills, and abilities to do the work of this position.
