This position is at the James H. Quillen VA Medical Center (VAMC) in Mountain Home, TN., within the Audiology and Speech-Language Pathology (ASP) Service. The primary reason for this position's existence is to function as the Administrative Officer (AO) for the ASP Service, directing and coordinating the administrative, operational, and planning activities of the Service.

Duties

Major Duties and Responsibilities include, but are not limited to: Coordinates HR processes for recruiting, reviewing certs, interviewing, writing selection memos, and onboarding new staff. Maintains organizational chart. Obtains and maintains certification to sponsor and manage ASP employees. Maintains Joint Commission and supervisor folders for ASP employees. Acts as a reviewing authority in coordination with the Human Resources Management Service (HRMS) concerning personnel related matters (e.g.­disciplinary actions, responses to appeals and grievances, etc.). Attends hearings as needed. This involves working with the District Counsel, Special Counsel, EEO Investigators, the Office of Inspector General (OIG), and others in resolving personnel related problems and in taking personnel actions. Discusses, investigates, and responds to employee grievances and dissatisfactions to resolve conflicts. Represents management at labor/management meetings, providing information and resolving conflicts and/or problems as appropriate. Ensures that management officials are familiar with the negotiated/bargaining unit agreement. Serves as the key facilitator in resolving conflicts relative to employee-employee grievances within the ASP Service. Assists the ASP Service's management personnel with administering programs concerning such matters as equal opportunity, merit promotion, labor management relations, and position management. Serves as a key figure in determining appropriate manpower utilization, ensuring that recruitment and retention figures/activities are within approved ceilings and maintained. Ensures that ASP Service personnel have received the required training and are compliant with operational policies, safety protocols, personnel policies, and conduct requirements. Monitors TMS for training delinquencies. Furnishes information regarding Medical Center procedures, directives, and policies to the personnel/programs aligned under the authority of the ASP Service. Maintains confidentiality regarding office matters and executes discretion in the release of information. Coordinates updating and distribution of performance appraisals. Reviews and approves labor maps. Coordinates other HR actions including, but not limited to, reasonable accommodations, telework requests, WOC appointments, and awards. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/01/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: administrative duties related to service operations and management, human resources management, financial management, contract and equipment management, facility management, information technology and data management, compliance oversight, process improvement, and service communications. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond post-high school education (Bachelor's degree) and experienced to meet total qualification requirements for the grade levels specified in the table, and may be computed by first determining the applicant's total qualifying experience as a percentage of the experience required for the grade level; then determining the applicant's education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify an applicant for that grade level. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at grades GS-9 and GS-11. (When crediting education that requires specific course work, prorate the number of hours of related courses required as a proportion of the total education to be used). Physical Requirements: Work is primarily sedentary although some stooping, bending and carrying for retrieval of administrative materials and inventory equipment/supplies are required.
