This position is located in the Headquarters Federal Lands (HFL) National Programs Advancement and Support Team in the Federal Highway Administration (FHWA) Office of Federal Lands Highway (FLH). The primary responsibility is to serve as a Program Specialist for marketing and communication activities for the entire FLH organization, and provide assistance and support for research and innovation programs.

Qualifications
To meet the minimum qualifications for this position, you must meet the specialized experience requirements.
To qualify for the Grade 13, you must have at least one year of experience equal or equivalent to the GS-12, it must include:
Experience in writing, editing, presenting, and advising program managers to enhance the quality of deliverables; AND
Experience with implementing outreach and/or communication activities, both internal and external, to advance targeted messages to stakeholders through web casting, article development, workshops, etc
Experience leading the development of marketing projects from concept to production.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Communications and Media - Knowledge of the production, communication, and dissemination of information and ideas to inform and entertain via photographic, multimedia, web processes and print techniques.
Written - Writes in a succinct, organized, and convincing manner for the intended audience. Utilizing correct English grammar, punctuation, and spelling; communicates information (for example, facts, ideas, or messages), which may include technical material, that is appropriate for the intended audience.
Oral Communication- Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
Partnering - Develops networks and builds positive alliances across boundaries for marketing FLH programs and projects.
