The Medical Administration Officer (Chief of Health Administration Service) (HAS) has oversight and authority over a complex, comprehensive patient administrative management program which provides the services and technical counsel necessary to meet all legal, procedural and administrative requirements of a patient Health Administration Service. This is a DETAIL NTE 120 days.

Duties

The Medical Administration Officer serves as the Chief of Health Administration Service and subject matter expert in the legal and technical, and as such plans, organizes and directs aspects of medical administration programs, providing legal interpretation and technical advice and guidance to employees, service chiefs, veteran service officers, patient advocates, veterans and their families, etc. Maintains knowledge base through intense reading and analysis of VA regulations and directives, public laws, Code of Federal Regulations, United States Code, etc. Additional duties include, but are not limited to: Continually analyzes the effective utilization of personnel costs to Business Office programs Allocates available manpower resources to meet changing workload demands and clinical service requirements Oversees the budget and submits requirements regarding the distribution or redistribution of resources, based on a comprehensive awareness of the needs of each division Plans, implements, monitors and adjusts the budget to effectively operate the service, while maintaining budgetary constraints and accomplishing the service mission with the greatest cost-efficiency Directs and provides leadership in all areas of the Business Office Serves on various facility committees and management of on-site meetings with other agencies and program officials Oversees the operation, maintenance, periodic review and revision of a reliable system of internal controls to ensure that clinical and administrative activities are in compliance with national, agency, accrediting authority and regulatory requirements Provides comprehensive complex administrative services to senior level VHA management officials directly affecting over 130,000 veterans and staff at the CAVHCS Directs, coordinates and oversees implementation of the provided by supervisors and leaders, and provides similar oversight of contractors Work Schedule: Monday - Friday 8AM - 4:30PM Telework: Not Available Virtual: This is not a virtual position. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/09/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-14 position you must have served 52 weeks at the GS-13. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-13 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: 1. Mastery in the application of a wide range of qualitative and/or quantitative methods for the assessment and improvement of program effectiveness or the improvement of complex management processes and systems. 2. Comprehensive knowledge of the range of administrative laws, policies, regulations, and precedents applicable to the administration of one or more important programs. 3. Knowledge of VA and DOD program goals and objectives, the sequence and timing of key program events and milestones, and methods of evaluating the worth of program accomplishments. 4. Knowledge of relationships with other VA and DoD programs and key administrative support functions within the VA and DoD. 5. Demonstrated skill to plan, organize, and direct team, study work and to negotiate effectively with management to accept and implement recommendations, where the proposals involve substantial agency resources 6. Ability to present highly complex data and information to audiences of senior managers and executives, as well as members of the public. 7. Oral and written communication skills to establish and maintain effective work relations with a road range of people that often have divergent viewpoints and conflicting priorities. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: Work is of a sedentary nature. There may occasionally be some moving or lifting of files and sitting in front of a computer monitor.
