About the Position: You will serve as a Project Manager for the Corps of Engineers assigned to the Ecosystem Branch in Programs and Project Management Division. Responsible for execution of planning, design, construction and operation phases of various and diverse Ecosystem Restoration projects within the South Florida Ecosystem Restoration (SFER) program. Duties
Serve as a Life-Cycle Project Manager for aquatic ecosystem restoration projects of high dollar value and national importance, with overall responsibility for managing the planning, scoping, development, design, and construction of the projects.
Work with the customer, scientific teams, and engineers from multiple Governmental agencies to implement aquatic ecosystem restoration program, including the program’s REstoration, COordination, and VERification (RECOVER) efforts.
Provide expert project management for projects of high dollar value and national priority, of environmental sensitivity, of extraordinary urgency, and leads teams through the USACE Project Delivery Business Process.
Work collaboratively with diverse inter-agency teams, to develop solutions to complex environmental restoration problems; fosters positive working relationships among the project delivery team for the success of the project.
Control and manage project milestones and budgets from planning through construction and initial operations with a focus on meeting project objectives, milestone execution, and budget execution.
Facilitate the development of resource loaded schedules, analyzes financial data using Automated Information Systems, and supports the formulation of risk-informed decisions.
Support budget development processes, programming decisions, and provides input for the budget development cycle.
Serve as the District’s primary point of contact for assigned projects.
Assist in the development of other project management professionals through mentoring, training, and review of work products.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
For GS-12:
One year of specialized experience equivalent to the GS-11 grade level in the Federal service which includes: (1) Serve as the Project Manager for execution of planning, design, construction and operation phases of various and diverse Ecosystem Restoration and Civil Works projects within the South Florida Ecosystem Restoration (SFER) program and the Central and South Florida (C&SF) system; (2) Applying project management skills to plan, program and oversee the Project Delivery Team's development of Ecosystem Restoration and Civil Works project schedules: (3) Utilize automated project management systems to develop, analyze, and manage project schedules; (4) Employ project management techniques to plan, estimate, budget and monitor costs to ensure that the Project Delivery Team delivers the project within the approved budget. (5) Brief project status at monthly Project Review Boards to senior leaders, senior executives, and/or general officers. Reconcile customer concern to assure that all participating parties are informed of progress, issues and impacts.
For GS-13:
One year of specialized experience equivalent to the GS-12 grade level in the Federal service which includes: (1) Employ project management techniques to plan, estimate, budget and monitor costs to ensure that the Project Delivery Team delivers the project within the approved budget; (2) Lead and integrate the planning, design, cost engineering, construction, and environmental considerations for projects of considerable scope and complexity; (3) Provide expert project management for ecosystem restoration projects in central and southern Florida; primarily associated with the South Florida Ecosystem Restoration (SFER) program and the Central and Southern Florida (C&SF) system; which are of high dollar value and national priority, are environmental sensitive, and are extraordinarily urgent; (4) Develop cost control accounts for projects using automated Information Systems and tools to ensure Earned Value Management principles are applied to the management and oversight of the project; (5) Use business skills and experience to negotiate with the Project Delivery Team, Resource Providers, and the customer to find mutually acceptable solutions and build consensus on the project.

Time in Grade Requirement GS-12 - Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
