About the Position: You will serves as a Project Manager for water resources, flood risk management, ecosystem and/or military international and interagency support projects of high dollar value of national priority, of environmental sensitivity, of extraordinary urgency, or having similar requirements.
Duties
Serve as a Life-Cycle Project Manager, with overall responsibility for managing the planning, scoping, development, design, construction, and direction of important civil works projects.
Provide expert project management for civil works projects of high dollar value and leads teams through the USACE Project Delivery Business Process.
Work collaboratively across functionally diverse teams to develop solutions to technically complex water resource problems and engineering challenges.
Responsible for overall project planning, execution, control and closure of civil works projects associated with flood risk management and other water resource related missions.
Control and manage project milestones and budgets from planning through construction with a focus on meeting project objectives.
Facilitate the development of resource loaded schedules, monitors project performance metrics, analyzes financial data using Automated Information Systems, and supports the formulation of risk-informed decisions.
Assist in the development of other project management professionals through mentoring, training, and review of work products.

Basic Education Requirements:
Interdisciplinary Architect:
Bachelor's degree (or higher) in architecture, or a related field that included 60 semester hours of course work in architecture or related disciplines of which at least (1) 30 semester hours were in architectural design, and (2) 6 semester hours were in each of the following: structural technology, properties of materials and methods of construction, and environmental control systems.
OR
A combination of education and experience that furnished (1) a thorough knowledge of the arts and sciences underlying professional architecture, and (2) a good understanding, both theoretical and practical, of the architectural principles, methods, and techniques and their applications to the design and construction or improvement of buildings. I have a degree in architectural engineering which provided the knowledge, skills, and abilities substantially equivalent to those provided in the courses specified in A above.
Interdisciplinary Engineer (Civil/Environmental/Mechanical/Electrical):
Degree: Bachelor's degree (or higher degree) in engineering. To be acceptable, the program must:
(1) lead to a bachelor's degree (or higher degree) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); OR (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics;
OR
Combination of Education and Experience: College-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:
Professional registration or licensure - Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions.
Written Test - Evidence of having successfully passed the Fundamentals of Engineering (FE) examination, or any other written test required for professional registration, by an engineering licensure board in the various States, the District of Columbia, Guam, or Puerto Rico.
Specified academic courses - Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in A above. The courses must be fully acceptable toward meeting the requirements of an engineering program.
Related curriculum - Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.
To qualify at the GS-13 grade level, you must have:
Specialized Experience: One year of specialized experience which includes managing the planning, scoping, development, design, construction, and direction of the assigned water resources, flood risk management, ecosystem and/or military international and interagency support projects, while assuring the efficient, effective, and timely accomplishment and coordination of the planning, design, and construction phases; coordinating the preparation of the project budget; the preparation of various cost, milestone, and management reports; and the staffing of internal and external reviews. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job GS-13, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.

Education
Interdisciplinary Biologist:
Bachelor's degree (or higher degree) in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.
OR
A combination of education and experience which includes courses equivalent to a major, as shown in A above, plus appropriate experience or additional education.
Interdisciplinary Physical Scientist:
Bachelor's degree (or higher degree) in physical science, engineering, or mathematics which included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics.
OR
A combination of education and experience which includes courses equivalent to one of the majors, as shown in A above, that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education.
Interdisciplinary Chemist:
A bachelor's degree (or higher degree) in the physical sciences, life sciences, or engineering which includes 30 semester hours in chemistry, supplemented by course work in mathematics through differential and integral calculus, and at least 6 semester hours of physics.
OR
A combination of education and experience which includes course work equivalent to a major in the physical sciences, life sciences, or engineering, including at least 30 semester hours in chemistry, supplemented by mathematics through differential and integral calculus, and at least 6 semester hours of physics, plus appropriate experience or additional education.
Interdisciplinary Geologist
A bachelor's degree (or higher degree) in geology, plus 20 additional semester hours in any combination of mathematics, physics, chemistry, biological science, structural, chemical, civil, mining or petroleum engineering, computer science, planetary geology, comparative planetology, geophysics, meteorology, hydrology, oceanography, physical geography, marine geology, and cartography.
OR
A combination of education and experience which includes course work as shown in A above, plus appropriate experience or additional education. (Note: Acceptable experience may have been gained through geological field or laboratory work that provided a means of obtaining professional knowledge of the theory and application of the principles of geology and closely related sciences, e.g., geophysics, geochemistry, or hydrology.)
