About the Position: This position is a DOD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Employees occupying CES positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the U.S. Army Cyber Center of Excellence - Headquarters Detachment (CCOE) SHARP at Fort Eisenhower, Georgia .
Duties
Develop, implement, and maintain administrative practices that comply with Department of the Army (DA) and Major Command (MACOM) guidance to create efficient and effective organization business processes.
Communicate administrative policy, goal, mission, and philosophy to all levels of organization using a comprehensive knowledge of written and verbal communication.
Ensure efficient and effective flow of administrative information between MACOM, Directorate and subordinate units.
Develop guidance on administrative techniques and methods of improvement. Develop manuals and directives covering the administrative aspects of operations.
Prioritize administrative issues based on the unit’s overall mission and instruct leadership and subordinate offices on the full range of administrative matters in order to achieve a high degree of compliance.
Supports the SHARP Program’s organizational activities for business process management, enterprise architecture, business intelligence, enterprise portfolio management, and cost management.
Uses initiative, discretion, judgement and in-depth knowledge of SHARP Program priorities, historically recurring events and personal preferences to manage leadership’s day-to-day and long-range calendars.
Maintain effective working relationships with counterparts throughout MACOM and DA level to ensure effective scheduling coordination to benefit unit leadership and mission accomplishment.
Maintain senior leadership personnel profiles and ensure accurate and timely submission of actionable items.
Arrange and plan for unit’s CONUS and OCONUS travel using the Defense Travel System (DTS).
Plans, coordinates, supports and executes a variety of social functions to include luncheons, dinners, receptions and military ceremonies.
Oversees inventories of office supplies and independently initiates procurement.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Three year trial/probationary period may be required.
- Incumbent must be able to obtain and maintain a SECRET Clearance.
- TDY (Travel) may be required up to 25% of the time for this position.
- Background checks against all records required by law, Office of Personnel Management, DoD, and Army policy or regulation will be conducted prior to entering on duty in the position.
- In accordance with governing regulations, additional checks will be performed on a recurring basis while employed in the position.
- Minimum of a favorable suitability determination on a Tier 3 background investigation.
- Incumbents in these positions are required to self-report civilian arrests, the filing of criminal charges, and/or convictions of any criminal offense to their supervisors and security office.
- Must attend and graduate from required SHARP training courses within six months of employment.
- While waiting for training or completion of certification, the employee may be reassigned or detailed to a position that meets the employee’s qualifications and skills.
- The detail or reassignment will be without promotion or demotion and will be until the DoD Sexual Assault Advocate Certificate is provided.
- Must maintain an active D-SAACP certification and up-to-date commander appointment orders prior to having any victim contact or access to victim information.
- In the event that D-SAACP certification expires or is revoked, the individual is not authorized to serve in any SHARP position or perform SHARP duties until D-SAACP certification is reinstated.
- Must possess a valid driver's license and have the ability to operate a motor vehicle should the need arise to operate a government vehicle/motor pool vehicle.
- Incumbent will not regularly interact with victims, but will have access to victim data, requiring certification.
- This is an obligated position to which the former incumbent has statutory reemployment rights under 10 United States Code 1586.

Specialized experience would be demonstrated by 1) Supports the SHARP Program's organizational activities for business process management, enterprise architecture, business intelligence, enterprise portfolio management, and cost management for the organization. 2) Schedules/reschedules appointments, meetings, briefings, conferences, social events, and other engagements for the organization.3) Develop an organizational records management program to that complies with Major Command (MACOM), and Department of the Army (DA) guidance. 4) Manages the SHARP Program's standard office configurations for the command such as workspace visitors, Conference Room Requirements, appropriate office furniture, and requirements for communication
