The incumbent serves as the Medical Administration Specialist/Training Coordinator for the Medical Administration Service (MAS) at the Gulf Coast Veterans Health Care System. The primary responsibility of the incumbent is the development and implementation of the ongoing training programs for employees within the Medical Administration Service as well as staff within other services that have responsibility for using MAS packages to perform their duties.
Duties
Works as a member of the department to develop and administer training programs for the staff.
Facilitates development and maintenance of standard operating procedures for all department positions.
Develops and modifies courses, sets training priorities, researches, and recommends new or alternative training sources for the staff.
Develops, reviews, analyzes, implements, conducts, and evaluates training courses and programs.
Participates on facility wide committees representing department operations and provides information and assistance to the Education Committee.
Communicates pertinent facility, and agency wide training initiatives to medical administrative services staff.
Collaborates closely with other integral members of the department to cross train and fill in during their absence and/or when special projects call for additional support.
Coordinates orientation activities for new employees and prepares materials to acquaint new employees with the organization's mission, structure, history, objectives, and policies.
Conducts and evaluates employee training needs assessments to provide guidance to management and supervisory staff.
Reviews responses from medical administrative service employees to the all-employee survey and collaborates with supervisors and others as necessary to address issues identified.
Serves as the coordinator for tracking of all employee education and training hours utilizing established computer system software.
Coordinates requests for training funds in accordance with established service priorities on special interest training needs.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.
Work Schedule: Monday-Friday 8:00am-4:30pm ( subject to changed based on agency needs) .

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/23/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS 9 position you must have served 52 weeks at the GS 7. For a GS 11 position you must have served 52 weeks at the GS 9 The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Education: Undergraduate and Graduate Education: Major study -- education or a subject area related to the position to be filled.

Experience:
Specialized Experience (for positions above GS-5): Experience that demonstrated a practical knowledge of the subject area of the position and of the methods and techniques of instruction. Examples of qualifying specialized experience include:
Teaching or instructing in an adult education program, secondary school, college, military installation, or industrial establishment in the appropriate field(s).
Supervising or administering a training program.
Development or review of training/course materials, aids, devices, etc., and evaluation of training results.
Work in the occupation or subject-matter field of the position to be filled that required training or instructing others on a regular basis.
In addition to meeting the above Individual Occupational Requirement (IOR) AND Time-In-Grade, applicants must also meet the experience and/or directly related education relevant to this position.
You may qualify based on your experience and/or education as described below:
To qualify at the GS-9 grade, you must have one year of specialized experience equivalent to the GS-7 level or higher and/or meet educational requirements or a combination of specialized experience and education.
Specialized Experience for the GS-9:
Experience with personnel policies and procedures and labor/management agreements.
Skilled in to developing pertinent policies related to service-related programs.
Experience in a wide range of concepts, principles, and practices of medical administrative service programs to train staff in complex and diverse procedures.
Skilled in the use of computer systems and technical aspects of the hardware and software for output/input and analyses of data.
Computer skills to include the use of Microsoft Word, PowerPoint, Excel, Access.
OR
Education: Successfully completed a Master's or equivalent, or 2 years of progressively higher level education leading to such a degree, or an LL.B or J.D.in a field related to this position that demonstrates the knowledge, skills, and abilities necessary to do the work of this position. OR
Combination of Specialized Experience and Education: Equivalent combination of successfully completed graduate education and specialized experience (beyond the first graduate year or 18 semester hours) and specialized experience to meet the total experience requirements. The education portion must include graduate courses that demonstrates the knowledge, skills, and abilities necessary to do the work of the position. Note: Transcripts are required
To qualify at the GS-11 grade, you must have one year of specialized experience equivalent to the GS-9 level or higher and/or meet educational requirements or a combination of specialized experience and education.
Specialized Experience for the GS-11:
Skilled in applying analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of the service.
Experience researching and comprehending pertinent laws, regulations, policies, and procedures that relate to all aspects of the administration's healthcare benefits.
Skilled in adapting analytical techniques and evaluation criteria to the measurement and improvement of program effectiveness and/or organizational productivity.
Skilled in conducting detailed analysis of complex patient administration functions and work processes.
Experience in adjusting education materials and presentations to the level of the learner to maximize the learning process.

Education: Successfully completed a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher-level graduate education leading to such a degree, or an LL.M. in a field related to this position that demonstrates the knowledge, skills, and abilities necessary to do the work of this position. Combination of Specialized Experience and Education: Equivalent combination of successfully completed graduate education and specialized experience (beyond the first two graduate years or 36 semester hours) and specialized experience to meet the total experience requirements. Physical Requirements: The work is primarily sedentary, although some light physical effort may be required. Incumbent may be susceptible to eyestrain from working long hours on the computer.
