Serves as the facility's VA Talent Management System (TMS) Domain Manager, a Prevention and Management of Disruptive Behavior (PMDB) Instructor, the facility's Leadership Development Institute (LDI) Coordinator, a Certifier for the VA Invoice Payment Processing System (IPPS), a mentor for WFD/Education and Training Education Technicians and GS-07 & GS-09 Training Specialists, and a backup New Employee Orientation (NEO) Facilitator. Duties
Sponsors, initiates, plans, coordinates, develops, and delivers educational programs and objectives that support the professional development of GCVHCS staff.
Assists with the development of action plans to improve/eliminate deficiencies identified.
Evaluates course planning and conducts validity and reliability studies.
Makes recommendations for any revisions that are needed in training materials used by WFD/Education and Training related to assigned areas and/or programs.
Provides instructions with regard to training courses and modifies course content.
Provides advanced technical advice and assistance, in-person, virtually, or telephonically, to all levels of management and employees, concerning the determination of training needs, sources for required training.
Reviews technical workbooks and course materials for new or current courses to ensures that the materials are typed and organized properly in accordance with established formats.
Determines the need for and initiates changes and/or updates in course content.
Suggests adaptation or revisions of courses as needed, due to subject matter and/or students' needs.
Recruits participants and mentors based on VISN-issued action item instructions.
Reviews and scoring interested facility employees' applications.
Assembles an interview panel for prospective participants.
Issues selection and non-selection notices to prospective participants and mentors.
Communicates orally and in writing to internal and external customers across various demographics.
Works closely with the Accounting Section of Fiscal Service to track handling, routing, and payment of pending financial transactions.
Applies VA regulations, federal guidance, and best business practices to ensure effective relationships are maintained while conserving resources and complying with procurement laws.
Assists employees in managing their learning activities when the learning activities exceed the scope of Service-level TMS Administrators and the facility's TMS Learning Manager(s).
Provides support to the WFD/Education and Training staff, instructors, and course managers in the planning, review, implementation, revision, and evaluation of training programs.
Determines needed administrative changes to locally developed courses and recommends changes to supervisor prior to implementation.
Determines training publication needs and supplies related to WFD/Education and Training. Updates TMS-relevant milestones as required.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.
Work Schedule: Full-Time, Monday through Friday, 8:00AM - 4:30PM - Subject to change based upon facility needs.
Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. This position may be authorized for telework. Telework eligibility will be discussed during the interview process. Telework to be determined by supervisor based upon facility needs. Subject to change based upon facility needs.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/29/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-05. For a GS-09 position you must have served 52 weeks at the GS-07. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Individual Occupational Requirement (IOR): The 1712 series requires specific education or experience to be met in order to be appointed into a position of this series. You must meet one of the pre-determined Education or Experience Individual Occupational Requirements listed below as set by Office of Personnel Management (OPM).
Education: Undergraduate and Graduate Education: Major study -- education or a subject area related to the position to be filled.
OR
Specialized Experience: Experience that demonstrated a practical knowledge of the subject area of the position and of the methods and techniques of instruction. Examples of qualifying specialized experience include:
Teaching or instructing in an adult education program, secondary school, college, military installation, or industrial establishment in the appropriate field(s).
Supervising or administering a training program.
Development or review of training/course materials, aids, devices, etc., and evaluation of training results.
Work in the occupation or subject-matter field of the position to be filled that required training or instructing others on a regular basis.

Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have completed 1 full year of graduate level education or have received a superior academic achievement award that demonstrates the knowledge, skills, and abilities necessary to do the work of this position. GS-9 Qualification Requirements:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience include: Experience with policies, procedures, directive and instructional materials pertaining to educational practices of a Veterans Healthcare System (VHA) workforce; Experience with Microsoft Office Products; Experience with designing, evaluating, and developing employee development programs, training plans, course methods and materials and aids; Experience as a VA Talent Management System (TMS) Administrator within the Workforce Development Section or Employee Education and Training Section/Service of a VHA facility; Experience with multi-media equipment. Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have completed a masters or equivalent degree or have completed 2 full years of progressively higher level graduate education leading to such degree, or LL.B or J.D., if related that demonstrates the knowledge, skills, and abilities necessary to do the work of this position. GS-11 Qualification Requirements:

Examples of specialized experience include: Advanced experience concerning policies, procedures, regulatory guidance and instructional materials pertaining to educational practices of a Veterans Healthcare System (VHA) Workforce; Advanced experience with Microsoft Office; Experience independently evaluating and solving problems with the designing, evaluating, and developing employee development programs, training plans, course methods and materials and aids; Advanced use of Microsoft Office products, VistA, TMS, other software packages and multi-media equipment; Applies advanced skills gained through development experience or relevant graduate study in training development principles and techniques. Education: Applicants may substitute education for the required experience. To qualify based on education, an applicant must have successfully completed a Ph.D. or equivalent doctoral degree, or I possess 3 full years of progressively higher level graduate education leading to such a degree, or a related LL.M, obtained in an accredited college or university, Note: This education must demonstrate the knowledge, skills, and abilities necessary to do the work.
