This position is located in the Department of Housing and Urban Development, Asst Secretary for Community Planning and Development.

Duties

The following are the duties of this position at the GS-13. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position. As a/an Community Planning and Development Specialist, you will: - Act as a liaison or handles the communication with persons and or groups within and outside of an organization or office. Act as primary liaison with critical persons and groups both inside and outside of the organization; exercising full commitment authority. - Research and/or analyze problems, issues, or program requirements. - Provide expert analysis and advice on complex program issues. - Provide recommendations to CPD senior level staff to eliminate audit findings, improve program performance, and develop innovative policy or procedural changes to enhance program performance or operations. - Plan and/or accomplish special projects. Manage special projects for major office or program issues of broad impact. - Conceive and implement new initiatives and projects to strengthen, facilitate, and integrate programs. - Analyze appropriate data to develop and recommend operation policy and procedural option on complex issues relating to competition management and financial system for Office of Block Grant Assistance (OBGA) programs.

Qualifications

You must meet the following requirements within 30 days of the closing date of this announcement. Specialized Experience: For the GS-13, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized Experience for this position includes: Administering a community development or economic development program at the federal, state, or local government or at a lending institution or non-profit organization; AND Developing program or organizational policies and procedures; AND Interpreting, implementing, and providing technical guidance on special projects, policies, and regulations related to agency programs. For the GS-12, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. Specialized Experience for this position includes: Recommending program or organizational policies and procedures for a community or economic development program at the federal, state, or local government or at a lending institution or a non-profit organization; AND Monitoring a community development or economic development program at the federal, state, or local government or at a lending institution or non-profit organization; AND Providing technical guidance on special projects, policies, and regulations related to agency programs. Experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/day/year, and indicate number of hours worked per week on your resume. Time-in-Grade: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable: For the GS-13 you must have been at the GS-12 level for 52 weeks. For the GS-12 you must have been at the GS-11 level for 52 weeks. Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.
