This position is in the Program Impact Monitoring and Epidemiology (PRIME) office in the Bureau of Global Health Security and Diplomacy (GHSD). The position serves as a Supervisory Epidemiologist and Deputy Coordinator for PRIME responsible for leading, coordinating, and managing U.S. President’s Emergency Plan for AIDS Relief (PEPFAR) data related to HIV prevention, treatment, and care technical performance to ensure PEPFAR programs are implemented with rigor and quality services.
Duties
Develops, advances, and negotiates implementation of key policies directed by national-level guidance related to setting and overseeing the implementation of PEPFAR data policy.
Serves as a member of GHSD’s Executive Management Team, GHSD/PEPFAR’s senior leadership team, and Interagency Deputy Principles, and represents GHSD PEPFAR.
Provides recommendations for broader data-driven strategic initiatives and decision making related to PEPFAR bilateral programs.
Plans work to be accomplished by subordinates, sets and adjusts short-term priorities, and prepares schedules for completion of work.
Leads the development and implementation of the policies and strategies for the prioritization, process and technical aspects of a wide array of data collection, compilation, and analysis related to epidemiology and the program response.

Qualifications

Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.
Applicants MUST meet the Basic Requirements below:
Education: Bachelor’s or graduate/higher level degree: major in an academic field related to the medical field, health sciences, or allied sciences appropriate to the work of the position. This degree must be from an educational program from an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained.

IN ADDITION to meeting the basic requirements above, you MUST have at least one year of specialized experience that has equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of the position; is related to the work of the position; is equivalent to at least the GS-14 level in the Federal service; and demonstrates the following:
Experience overseeing processes to support bilateral programs by identifying, verifying, addressing, and resolving country-specific data challenges.
Experience providing expert advice and guidance on the policy implications of issues and developments to support the U.S. President’s Emergency Plan for AIDS Relief (PEPFAR) initiatives.
Experience developing and strengthening data systems, infrastructure, and programs to improve the quality, availability, and sustainability of HIV/AIDS treatment, prevention, and care services.
