This position is located in the Department of Policy and Evaluation (DPE) within Threshold Programs (THPs), at Millennium Challenge Corporation (MCC).
Although the position is advertised equivalent to SES, MCC uses a pay banded system to compensate employees. This position is pay band MC-2D which is generally equal to SES in pay only.
Duties
The Senior Director reports to the Managing Director of the Threshold Programs (THP) division within the Department of Policy and Evaluation (DPE). The Senior Director is a member of the senior staff of DPE and works in coordination with the Managing Director to perform the following major duties and responsibilities:
Perform a variety of assignments to support the Managing Director with the overall management of THP and the development and implementation of threshold programs with selected countries.
Provide leadership, supervision, mentorship, and guidance to THP staff engaged in the development and implementation of threshold programs, working closely with the leaders of multidisciplinary teams of subject matter experts from within MCC and external consultants.
Manage THP staff and marshal internal MCC and external resources to ensure THP has the ability to carry out its essential functions within budget and in a timely manner. Identify and takes steps to recruit staff and deploy and manage consultants to provide expert advice on specialized aspects of threshold program development, implementation, and closure processes.
Exercise technical and administrative supervision of THP staff and country team leaders and policy officers, providing advice and counsel to staff on job assignments and administrative matters. Establish and communicate guidance and performance expectations to staff and evaluate the performance of employees.
Provide THP staff with training, mentoring, and other career development opportunities, including public speaking and other representational opportunities.
Ensure the consistent application of MCC policies concerning equal opportunity. Ensure that personnel management within the organizational entity under supervision is accomplished without regard to race, color, religion, sex, age, sexual orientation, handicap, or national origin.
Serve as an interim team leader, coordinating the activities of country team members to ensure timely achievement of program milestones, such as analyses, project designs, investment committee memos, board approvals; signings, disbursement requests, procurements, program reviews, and closeouts.
Review complex and highly technical information from threshold teams to supervise timely program development and implementation, such as timelines, implementation plans, budgets, reports, and materials needed for on-going division planning and program monitoring and evaluation.
Supervise the procurement and management of external consultants and service providers necessary for country and division needs, including liaising with contracts and grants management staff and acting as a contracting officer's representative, as needed.
Ensure that DPE and MCC-wide requests for information and data are tracked and completed by THP and threshold teams and that documentation is published, updated, organized and distributed as required.
Review and edit briefers and talking points for senior staff in advance of meetings related to THP.
Contribute to reporting to MCC's senior management, Board of Directors, and other USG agencies.
Monitor trends and best practices in development and bring them to the attention of appropriate MCC staff. Study successful governance and policy and institutional reform programs in MCC or by other development organizations and contribute to MCC lessons learned and best practices.
Support the review and updating of existing and development of new MCC policies and procedures. Act as a division point of contact for policy initiatives and working groups.
Coordinate knowledge management activities for THP, including the coordination and leadership of conferences, workshops, and other events, lessons learned documentation, policies, procedures, tools, templates, and other documentation.
Under the guidance of the Managing Director for THP, work with other Practice Leaders/Senior Directors to define best practices, templates, project management tools, and approaches, and other guidance to be applied across MCC disciplines.
Collaborate with DPE and other departments, as appropriate, to ensure policies, procedures, and guidance relevant to THP are appropriate, and work with staff to ensure policies, procedures and guidance are followed.
Provide authoritative advice and assistance to host country counterparts, including high-level government officials, the heads of accountable entities, and implementing partners.. Advice and assistance may include reviewing and clearing on contract/procurement related documents such as bidding documents, statements of work, disbursement requests, reports, or providing support to address implementation challenges and improve the chances of meeting program and project objectives, disbursement and commitment targets and output and outcome targets.
Perform other similar and related tasks as needed.

Qualifications
To qualify for pay band 2D you must also meet the following:
Have at least one year of specialized experience relevant to the position duties and comparable to the MCC Pay Band 3A (GS-15) or an equivalent level which is directly related to the work of this position and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position, this experience is defined as; performing assignments to support the management, development and implementation of threshold programs with selected countries; defining guidance relevant to threshold program design, development, and implementation; providing recommendations that significantly change, interpret, or develop policies and programs; administering methods in the international development sector and providing oversight to ongoing program design and operations; representing the agency at meetings with other U.S. Government agencies, donors, and the development community; and. mentoring, directing and supervising staff.

Time-in-Grade: Time-in-grade requirements apply. You must have one year of Federal service equivalent to pay band 3A or GS-15 to be eligible for pay band 2D.
