OIG is organized into seven operational units: the Immediate Office of the Inspector General, Office of the Counselor, Office of Audits and Evaluations, Office of Healthcare Inspections, Office of Investigations, Office of Management and Administration, and Office of Special Reviews. In addition to the Washington, DC, headquarters, OIG has offices located in more than 60 locations throughout the country.
Duties
As a Human Resources Specialist, you will:
Provide management advisory services and operating support to the VA-OIG and its leadership on a broad range of Human Resources issues.
Solve sensitive and complex issues and advise management.
Develop and manage innovative HR programs and policies that foster retention and engagement.
Participates in compiling and analyzing workforce statistics and trends, to forecast changing workforce requirements.
Prepare proposals and issues papers with recommendations for use by VA-OIG senior management in making key business decisions.
Lead or serve as a major participant in HR program activities which result in impacting and influencing the way HR-related business is conducted.
Serve as a technical expert providing a full range of support to managers on HR special projects.
Qualifications
You must meet the following requirements within 30 days of the closing date of this announcement.
Specialized Experience: For the GS-13, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12grade level in the Federal service. Specialized experience or General experience for this position includes:
Providing technical advice and guidance to management in a variety of HR functional areas; AND
Administering pay setting such as Title 5 and any other approved pay setting regulations; AND
Applying HR laws, policies, regulations, and procedures as it pertains to the review of policies, audits, and HR accountability; AND
Completing specialized HR projects requiring research and analytical ability; AND
Monitoring and supporting human resources initiatives.
In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable: For the GS-13, you must have been at the GS-12level for 52 weeks.
Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.
