This position is in support of the Military Commissions Defense Organization (MCDO), which is responsible for providing defense legal services to detainees being tried in military commissions. This position will serve as Case Analyst on a MCDO defense team and is located in the National Capital Region with periodic travel to Naval Station Guantanamo Bay (NSGB) and other CONUS and OCONUS locations.
Duties
Incumbent typical work assignments may include the following:
Provides research execution and support for defense team members.
Conducts complex analysis of large amounts of information from all types of sources, including intelligence sources, as it relates to the case, exhibiting the ability to present and argue for a position effectively.
Assists in developing case analysis plans throughout all phases of the case including pre-trial investigations, court filings, court presentations, witness interviews, court examinations, and development of defenses and mitigation evidence.
Develops new concepts, guides, and methodologies in the solution of analysis and research, as well as new approaches and solutions.
Provides advice and consultation on all matters relating to intelligence operations issues in the case.

You may qualify at the GS-12 level, if you fulfill the following qualification requirement:
One year of specialized experience equivalent to the GS-11 grade level in the Federal service (experience may have been gained in the private sector) that demonstrates your ability to:
1. Providing research execution and support for defense cases;
2. Utilizing databases or records to conduct research and analysis; And
3. Generating work products to support defense cases.
You may qualify at the GS-13 level, if you fulfill the following qualification requirement:
One year of specialized experience equivalent to the GS-12 grade level in the Federal service (experience may have been gained in the private sector) that demonstrates your ability to:
1. Providing case analyst support for defense cases;
2. Utilizing databases or records to conduct research;
3. Analyzing materials used to develop reports; And
4. Providing advice on matters relating to intelligence operations.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
