As a Program Manager under the Shared Services Director of the Office of the Secretary of Veterans Affairs, Office of Small and Disadvantaged Business Utilization you will be responsible for program oversight and for coordinating, developing and deploying an agile, resilient, integrated, functional systems and infrastructure that will enable OSDBU to implement programs and engage effectively with internal and external stakeholders in support of the mission goals.
Duties
Serve as the Program Manager under the Shared Services
Coordinate the accomplishment of assignments that require a wide range of knowledge and techniques
Advise management on major aspects of business system design to include system interrelationships, operating mode, system software, and/or equipment configuration most appropriate for any given project
Manage the development of strategic data analysis through integration of data from a variety of internal and external information sources
Make recommendations to support the OSDBU strategic objectives and mission
Enhance the market research platforms to foster collaboration, innovation, learning, and business intelligence among Program Offices, Contracting Officers, OSDBU, and other internal and external stakeholders
Manage business system concepts and product life cycles for effective implementation of various projects and programs

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/26/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-14 position you must have served 52 weeks at the GS-13. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-13 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: (1) Advising senior leaders/senior executives on business system designs; (2) Developing data analysis for an organization; (3) Making recommendations on course of action necessary to rectify program issues; and (4) Monitoring project life-cycles to ensure organizational needs are met.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
