Duties

SUMMARY: The primary purpose of this position is to manage resources including facilities, equipment, and funding requirements to support training missions. DUTIES:

  • Disclosure of Political Appointments.
  • Serves as Environmental Coordinator, when required, for the group/squadron/flight to provide a focal point for problems/issues in each unit that needs to be corrected/addressed to (Contd)
  • (Contd) the Environmental, Safety and Occupational Health Council (ESOHC) and its various subcommittees and/or working groups. Attends all environmental meetings, i.e., (Contd)
  • (Contd) ESOHC, and working groups (where appropriate). Ensures information flows smoothly to all levels in the chain of command. Ensures environmental taskings are distributed in an expeditious manner (Contd)
  • (Contd) and information is compiled for respective organizations. Ensures environmental needs of organization are documented and budgeted accordingly. Ensures coordinators at every level are enrolled in any (Contd)
  • (Contd) and all training available on environmental subjects. Identifies problem areas such as lack of manpower because of increasing responsibility or environmental issues. Obtains/maintains a listing of POCs (Contd)
  • (Contd) Ensures any changes in policy and procedures are disseminated to all levels in the organization. (Contd)
  • (Contd) Maintains Environmental, Safety and Occupational Compliance Assessment Management Program (ESOHCAMP) protocols and appropriate references.

Qualifications

Continued from Condition of Employment section: Incumbent not only completes analysis for required tasks, but self-initiates independent analysis to continuously make processes more efficient. Incumbent is relied upon to perform services, develop products, and take actions that are technically sound and valid. Supervisory review of completed work is primarily to determine general effectiveness and consistency with the educational philosophy and objectives of the program and with the policies of the organization. The incumbent provides products and services of work to HQ AETC, 2 AF, 82 TRW, 982 TRG and 48 geographically separated units (GSU) in addition to AMC, ACC, AFGSC, AFSOS, AFSOC, PACAF, USAFE, ANGB, AFRC, and AFSAT. Just in the 982 TRG alone approximately 1,200 personnel are directly or indirectly affected by the incumbent's products and services. Total customer base is approximately 35,000 students annually that expands exponentially across all the MAJCOMs. This is GS-11 Instructional Specialist Work. Qualifications: In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions, to include the Individual Occupational Requirements (IOR) for the GS-1750, Instructional Systems Series BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: Degree: that included or was supplemented by at least 24 semester hours appropriate to the work of the position to be filled. The course work must have included study in at least four of the following five areas. NOTE: You must submit copies of your transcripts. Learning theory, psychology of learning, educational psychology: Study of learning theories as they relate to the systematic design, development, and validation of instructional material. Instructional design practices: Study of the principles and techniques used in designing training programs, developing design strategy and models, and applying design methods to the improvement of instructional effectiveness. Educational evaluation: Study of the techniques for evaluating the effectiveness of instructional/educational programs, including developing written and performance tests and survey instruments, and determining reliability and validity of evaluation instruments. Instructional product development: Study of the techniques appropriate for developing training materials, including identifying learner characteristics, specifying objectives, applying training strategy, validating training materials, and evaluating training. Computers in education and training: Study of the application of computers in education and training, including selecting appropriate computer software. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE: Applicants must have one year of specialized experience to include comprehensive knowledge of a wide variety of instructional program planning methods and techniques sufficient to plan total support requirements (i.e, personnel, equipment, facilities and other resources) for a specialty area or career field. Comprehensive knowledge of a wide variety of instructional system acquisition methods and techniques sufficient to develop the technical and economic data required to support acquisition of instructional systems equipment and services for complete or complex instructional programs to the GS-09 grade level in the Federal service. NOTE: You must submit copies of your transcripts OR EDUCATION: Applicants have successfully completed a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. NOTE: You must submit copies of your transcripts. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit copies of your transcripts. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of training administration, supply management, and resource programs policies, principles, practices, procedures and techniques of instruction. Knowledge of a broad range of material/supply functions, operations, program requirements, source availability, and work methods; knowledge of data entry and processing of supply transactions in an automated supply system; ability to receive, screen, review, and verify supply documents and resolve discrepancies. Ability to apply analytical methods and techniques to resolve complex problems and/or deviate from normal management procedures or program requirements; ability to read, interpret, and apply applicable reference material, such as supply regulations, manual, catalogs, records, orders, etc., to accomplish tasks and resolve complex problems; skill in standard mechanical repair procedures as they apply to aircraft maintenance procedures is desired. Ability to recognize and analyze problems, conducts research, summarize results and develop timely and economical solutions; ability to analyze, evaluate, and accomplish special training studies and projects. Ability to effectively communicate orally and in writing. Working knowledge of the procedures for preparing solicitation documents necessary to satisfy operational requirements. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
