Duties
As a Records and Information Management Specialist, you will:
1. Monitor and maintain the records and information management program for the Agency. Aspect of the program include a centralized records function, standard handling/retention procedures, conversion from paper to electronic records, and document searches. Develop tools promoting effective coordination of the records management program. Establish and maintain records logs and reports to monitor the effectiveness of the program.
2. Study PSA-wide programs, policies, and systems in order to provide recommendations for the resolution of records management problems, with emphasis on improvement in efficiency, effectiveness, and economy of operations. Work with team to implement records management policies intended to standardize filing, protecting, and retrieving records, reports, and other information contained in various types of records media. Work with team in the development of requirements for complying with records and information management (RIM) policy and law. Work with team in the development and implementation of organization-specific RIM processes. Research and develop records disposition schedules.
3. Interpret policy and formulate procedures on records and information management and the use of records management tools to ensure best practices and agency compliance with Federal statutes and develops plans for policy implementation.
4. Provide technical advice and guidance on the control and maintenance of all PSA records including paper and electronic records and information; records retention schedules; organizational taxonomy and the disposition of records.
5. Manage projects and studies to recommend ways for improving the effectiveness and efficiency of PSA record management functions. Maintain records information management (RIM) business processes and provides recommendations to improve and modernize records management functions through the application of automated tools, systems, and technology.
6. Conduct and monitor inventory of PSA records and develop, coordinate and schedule disposition and storage of records. Work with Office Records Custodians to coordinate program requirements.
7. Manage the development of metrics by conducting periodic RIM quality control reviews, compliance audits, risk assessments, and surveys to measure the effectiveness of electronic systems and for general program improvement purposes. Ensure sound information governance and accountability measures are in place. Perform records audits and surveys to recommend course of actions to correct deficiencies.
8. Conduct research and develop and maintain the Agency's records file plans.
9. Develop and/or update policies for capturing, safeguarding, retrieving, and destructing federal records in all media.
10. Provide records management advice and guidance to senior officials and employees on managing storing and indexing records and ensuring use of the Agency's file structures.
11. Identify the most appropriate records management resources and enforces a high degree of voluntary compliance with records laws throughout the Agency.
12. Research and analyze laws and directives that could have an impact on the records program and provide recommendations to the Unit Chief.
Qualifications
To qualify for this position, applicants must have 1 year of specialized experience equivalent to the next lower grade level which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.
To qualify at the GS-11 level, Applicants must have 1 year (52 weeks) of full-time specialized experience equivalent to at least the GS-9 grade level in the Federal Service. Specialized experience is defined as applying principles and practices of Records Management implemented by the U.S. National Archives and Records Administration (NARA) to ensure the creation (and preserving) of official records contain proper documentation such as functions, policies, decisions, procedures, and essential transactions of the organization. You must be experienced managing the disposition of records held or created; experienced providing technical advice and guidance on records and information management requirements and systems. OR
Substitution of Education for Experience for GS-11: Three (3) years of progressively higher-level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree.
To qualify at the GS-12 level, Applicants must have 1 year (52 weeks) of full-time specialized experience equivalent to at least the GS-11 grade level in the Federal Service. Specialized experience is defined as identifying and maintaining Federal records according to established records schedules; analyzing operations to develop records management policy and procedure; performing analysis of record keeping systems and making recommendations to the design of record keeping systems; providing technical advisory and training services to employees on effective records management control systems; and record keeping responsibilities.

There is an education substitution at the GS-11 grade level.
