The National Park Service State and Local Assistance Programs Division is currently recruiting a professional looking for an opportunity to lead a Records and Information Management Specialist to safeguard, manage, and modernize records for several programs that provide grants and convey lands that create and enhancement neighbor parks and recreation opportunities across the country and protects those places for future generations.
Duties
The major duties of the Records and Information Management Specialist position include, but are not limited to, the following:
Leads and ensure compliance of the National Park Service's State and Local Assistance Programs Division's Records and Information Management (RIM) Program encompassing advancing a strategy modernizing records management, developing policies and process safeguarding the divisions records, handling and coordinating records retrieval as well as providing technical assistance to staff to ensure programs are compliant with records policies, procedures and standards.
Provides guidance on laws, regulations, and policies governing records and information collection, privacy and public access, including coordinating the Division's responsibilities under the Information Collection and Paperwork Reduction Act and the information collect and form clearances process(es).
Serves as the point of contact and coordinator for the Divisions response to information requests under Freedom of Information Act (FOIA), Privacy Act (PA), routine record or information inquiries from the public and litigation or discovery actions in support of program including tracking requests received, working with the program staff to compiling responsive records and information, ensuring deadlines are met and the information assembled for the release is complete and accurate.
Duties will be developmental in nature when filled below the full performance level.
Qualifications

Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 as part of your application to be used to validate your work schedule and determine the amount of specialized experience that you will be granted. To qualify for the Records and Information Management Specialist position at the GS-9 grade level, you must possess the following minimum qualifications by close of the announcement:
EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-7 grade level in the Federal service (obtained in either the public or private sectors). Qualifying specialized experience must meet at least two of the following:
1) Assisting with one or more aspects of the records management lifecycle from records creation, maintenance and use to disposition.
2) Providing support and guidance to others to help ensure compliance with record policies, procedures, or standards.
3) Experience managing or using of electronic records system.
4) Assisting with the processing of Freedom of Information Act (FOIA) requests.

EDUCATION: Successful completion of at least 2 full academic years of progressively higher level graduate education, a Master's or equivalent graduate degree, or an LL.B. or J.D. You must include transcripts.

To qualify for the Records and Information Management Specialist position at the GS-11 grade level, you must possess the following minimum qualifications by close of the announcement:
EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-9 grade level in the Federal service (obtained in either the public or private sectors). Qualifying specialized experience must include three of the following:
1) Overseeing all aspects of records management throughout the entire lifecycle from records creation, maintenance and use to disposition.
2) Experience providing training and/or assistance to staff implementing records management to ensure all legal, policies, procedures, or standards are being met.
3) Experience assisting a program or organizations transition from paper records to electronic records and/or helping develop an electronic records system.
4) Assisting with the development of policy, guidance and procedures for a record and information management program.
5) Processing Freedom of Information Act (FOIA) requests.

EDUCATION: Successful completion of at least a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher level graduate education leading to such a degree, or LL.M., if related. You must include transcripts.

To qualify for the Records and Information Management Specialist position at the GS-12 grade level, you must possess all of the following minimum qualifications by close of the announcement:
EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-11 grade level in the Federal service (obtained in either the public or private sectors). Experience at this level must include five of the following:
1) Leading and assuring compliance in the management of records throughout the entire lifecycle from records creation, maintenance and use to disposition.
2) Providing staff training and guidance interpreting, implementing, and resolving problems implementing records management to ensure all legal, policies, procedures, or standards are being met.
3) Experience developing and implementing organizational strategies and approaches to modernize records management functions including transitioning from a paper to electronic record system.
4) Experience establishing short-term and long-range plans for a records management program.
5) Develop policy, guidance and procedures for a record and information management program.
6) Experience with a variety of qualitative and quantitative methods and techniques necessary for assessment and improvement of the overall efficiency and productivity of records management business practices.

You must include months, years and hours per week worked to receive credit for your work and/or volunteer experience. One year of specialized experience is equivalent to 12 months at 40 hours per week. Part-time hours are prorated. You will not receive any credit for experience that does not indicate exact hours per week or is listed as "varies". Experience listed as full-time will be credited at 40 hours per week.

You will receive credit for all qualifying experience, including volunteer experience.
Education
To qualify based on education, you must submit a legible copy of transcripts from an
accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work.
If you are using
education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
There is no substitution of education for experience at the GS-12 grade level(s) of this announcement.
