This National Guard position is for a BUDGET ANALYST (TEMP-INDEF) (TITLE 5), Position Description Number T5179P01 and is part of JFHQ-G8 Resource Management located in Draper, UT with the Utah Army National Guard.
The selecting supervisor for this vacancy is Mr. Trent Miller
Priority will be given to all current, onboard employees of the UTNG.
Temporary appointments may be terminated or extended in accordance with regulatory guidance and at management's discretion.
Duties
DUTIES:
Formulates the budget for the Army National Guard within the state assigned by preparing detailed analysis and estimates of annual funding requirements by contacting the proper managers within the state to determine their requirements for funds.
Gathers, compares, and correlates information about past, current and future programs with projected costs of operation.
Prepares the budget requests in a manner consistent with that required by the Budget Office of the National Guard Bureau.
Is the top technical authority on matters of budgetary policy, law and regulations for the Army National Guard in assigned states.
Authorizes or disapproves funding requests and obligations and expenditure of funds on the basis of interpretation of laws, regulations or policy.
Exerts a strong influence on the discretionary use of funds by line managers through advice and recommendation.
Allocation of funds is based on appropriations from the Army and other DOD agencies as well as expected reimbursement from state and other federal agencies for services performed.
Coordinates with program managers and prepares justification for the expenditure of funds by each organization for presentation to the Budget Office of the Guard Bureau.
Responsible for the execution of the budget by distributing quarterly and annual allotments and sub-allotments to each organization.
Reprograms money frequently based on changing needs of the various organizations serviced, this is based on requests from program managers in the various units for previously unfunded programs or as costs may have exceeded previous allotments.
Analyzes requests and determines where money can be best used.
Prepares requests for additional funds from National Guard Bureau based on changing requirements if the programs cannot be covered by transferring funds between the various units or accounts within the state.
Develops and implements procedures and directives concerning the preparation and execution of the operating budget and fiscal plans.
Issues guidelines to and coordinates with program director/fund managers in the development of budget requests, complex schedules and narrative justification for submission to National Guard Bureau.
Prepares directives and interpretation of federal and National Guard Bureau directives for use by program manager within the state in the preparation of budget requests and reporting expenditure of funds.
Trains fund managers in financial management principles and techniques and responsibilities of managing federal funds.
Performs other duties as assigned.
Qualifications

Ability to select, develop, and supervise a subordinate staff;
Ability to establish and maintain effective working relationships, not only with subordinate staff, but with all levels of key management officials, the latter particularly requiring the exercise of tact, ingenuity, and resourcefulness;
Skilled in presenting formal training presentations and briefings; and,
Ability to make oral and written presentations in a clear and concise manner;
Ability to apply a high level of sound and independent judgment in the solution of financial problems and in the administration of a financial management program;
Skilled in applying procedures and directives by reading and interpreting program material.
Knowledge of agency operating programs;
Knowledge of financial principles, methods, techniques, and systems;
Ability to clearly enunciate English without impediment of speech that would interfere or prohibit effective communication; Ability to write English in reports and presentation formats;
Ability to communicate clearly and effectively;
Skilled in training, mentoring, and problem solving; and,
Skilled in applying procedures and directives by reading and interpreting program material.
Specialized Experience:
Have at least 1 year at the GS-0560-07 or above? *** Must submit SF-50 to support series claim **
OR
Have experience, education, or training of finance budget competencies that provided knowledge of financial principles and procedures. Candidate must have an excellent understanding of the basic principles and concepts of the National Guard financial budget business program requirements. A candidate must have experiences and training that demonstrates the abilities to follow directions, to read, retain, and understand a variety of instructions, regulations, policies, and procedures

Must have a Ph.D or equivalent graduate degree
or 3 full years of progressively higher level graduate education leading to such a degree
or LL.B. or J.D., if related?
The college degree education must be in one of -or- be a combination of the following required disciplines: Accounting, business, finance, economics, industrial management, marketing, quantitative methods, or organizational management.

AS A GENERAL RULE, ONE QUARTER COLLEGE CREDIT HOUR EQUALS .67 SEMESTER COLLEGE CREDIT HOUR.

1. Use the data point of .67 to compute Quarter Hours into Semester Hours:
36 Quarter Hours X .67 Semester Hour = 24 Semester Hours.
