Serves as the Administrative Officer for Anesthesia Services at the Central Virginia VA Medical Center. Gathers and develops data on fiscal impacts between Anesthesiology and other departments for billing and financial reimbursements. Acts as the liaison with the Human Resources Office for personnel-related matters and aids the Service Chief, management team, and staff on Federal and agency personnel processes and procedures.
Duties
The incumbent serves as the Administrative Officer (AO) for Anesthesia at the Central Virginia Health Care System (CVHCS) Richmond, Virginia.
The AO provides a variety of administrative support activities essential to the direction, operation, and functioning of Anesthesia Service and independently plans and carries out all assigned projects in accordance with pre-established deadlines and agency policies.
Reviews internal systems to assure that clinical and administrative activities comply with agency, accrediting, and regulatory requirements.
stablishes, reviews, and updates administrative office procedures that affect the orderly and efficient flow of work and information between Anesthesiology and other VAMC surgical and non-surgical Service Lines to improve communication, procedures and scheduling of physicians, staff, operating rooms and surgeries.
Gathers and develops data on fiscal impacts between Anesthesiology and other departments for billing and financial reimbursements.
Reviews the staff, equipment, and space and forecasts levels which would improve and support the department's needs.
Acts as the liaison with the Human Resources Office for personnel-related matters and aids the Service Chief, management team, and staff on Federal and agency personnel processes and procedures.
Assists in projecting staffing needs, writing position descriptions, developing job analysis, preparing performance plans and appraisals, and all other tasks related to personnel and staffing matters
Keeps abreast and ensures the implementation of new VAMC and agency policy statements, regulations and directives concerning administrative and personnel activities.
Provides technical advice and guidance to clerical staff on VAMC policy and procedures.
Organizes and manages orientation for new staff
Participates in the modification of current procedures and the creation of new procedures. Objectives include refining operational function/efficiency, reducing waste, and improving department performance levels.
Develops plans on staffing, equipment/supplies, budgeting processes and performance improvement projects for the service to function effectively
Performs other related duties as assigned.
Promotion Potential: This Position is at Full Performance Level GS-11
Work Schedule: 8:00am to 4:30pm.
This Position supports 24/7 operations throughout the calendar year. Work is typically performed on assigned shift; however, candidate may be subject to overtime work, shift work, and/or work on rotating shifts to include evenings, weekends, and holidays. Subject to call back outside tour of duty.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/20/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: managing and coordinating administrative aspects of a clinical service; developing long and short range plans; coordinating data collection/trends and forecasting patient, staff and resources utilization; applying analytical and evaluative methods and techniques to analyze data and adapting analytical techniques and evaluation criteria to measure improvements in program effectiveness; Implementing administrative policies and procedures for facility-wide areas of responsibility; Monitoring balances and status of projects and recommending adjustments to planned expenditures to satisfy highest priority needs or to meet unplanned emergency expenditures.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: Some slight physical effort may be required related to reports retrieval and daily monitoring activities. Work is typically performed in an adequately lighted and climate controlled office. May require occasional travel.
