This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: Serves as supervisory clinical social worker; responsible for development and maintenance of professional standards of service, initiating and effecting changes in methods that will promote efficient practice, and coordination of social work services.

Duties

Assigns work to subordinates based on priorities, difficulty of assignments, and the capabilities of employees. Incumbent uses advanced professional knowledge and judgment to independently plan and carry out the clinical social work component of the FAP in accordance with program requirements and accepted standards of professional conduct. Incumbent obtains relevant data from legal, investigatory, medical, command, social service agencies, schools, resource programs, etc. to compile information and present for a determination of abuse or neglect to the FAP CRC. Incumbent performs crisis intervention services and appropriate triage to assist in the protection and safety of victims and Families. Incumbent develops treatment plans based on identified problems, psychosocial factors and treatment capabilities. Incumbent uses paper-based forms and automated systems, prepares related records and documents for inclusion in the FAP record and ensures timely and accurate entries in the record (FAP and AHLTA). Represents and serves as an advocate for the program and their families in obtaining services and support for their needs.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Must be able to obtain and maintain a Tier 1 background investigation.
  • Childcare background is required for this position in accordance with DoDi 1402.5 (e). Employees on this position are required to obtain and maintain a successful background check.
  • This position has a mandatory seasonal influenza vaccination requirement and is therefore subject to annual seasonal influenza vaccinations.
  • All employees assigned to a MTF are required to be screened for applicable immunizations regardless of series, based on occupational, and are subject to missing/required immunizations IAW 40/562, Chapter 3 and 4.
  • A current, valid, and unrestricted MSW State License to practice clinical social work independently from a U.S. state, District of Columbia, commonwealth territory, or jurisdiction is required and must be maintained (LCSW, LCSW-C, LICSW, etc.).
  • Incumbent must qualify for and maintain credentials as an independently licensed clinical social worker.
  • Incumbent has at least four years of post-graduate clinical or counseling experience and two years in the field of domestic violence and/or child abuse and neglect.
  • Must fulfill continuing education requirements to support domestic violence and child abuse ongoing education as well as for licensing requirements.
  • Incumbent must possess at least one year of experience or specific training in the field of domestic violence and/or child abuse neglect.
  • Public Law 101-647, section 231, and public law 102-190, section 1094, requires the successful completion of a criminal history background check to serve in this position (also reference DoDi1402.5 and AR 608-18).
  • A current and valid state driver’s license is required. Some local and regional travel may be required.
  • Incumbent is subject to central registry check (department of defense child and domestic abuse reporting system).
  • Incumbent must be willing to perform after hours on-call duties.
  • Incumbents may be required to testify before agencies and/or in court.
  • Incumbent must have experience in clinical supervision.
  • This position may require travel away from duty station (TDY) up to 10% of the position's time. Work may occasionally require travel away from the normal duty station on military or commercial aircraft.
  • Supervisory probationary period is required.

Who May Apply: US Citizens In order to qualify, you must meet the education and experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Basic Requirement for Supervisory Social Worker (Family Advocacy): Degree: Master's degree (or higher degree) in social work from a school accredited by the Council on Social Work Education. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience: One year of specialized experience which includes 1) assessing incidents of abuse or neglect; 2) providing individual or group counseling to abusers or victims; 3) developing treatment plans to those involved in abuse or neglect; AND 4) reviewing clinical work of team members/co-workers. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. Licensure: This position requires a current, active, valid, and unrestricted clinical license to practice Social Work independently offered by a U.S. State, District of Columbia, Commonwealth, territory, or jurisdiction. Selective Placement Factor: This position requires 2 years of experience working in the field of child abuse and domestic abuse.
