About the Position: You will work with the Deputy District Counsel and directly with the FOIA/PA Attorney, as well as records custodians throughout the Portland District (NWP) in support of the District Freedom of Information Act (FOIA) and Privacy Act (PA) Program.

Duties

Serve as the Freedom of Information Act (FOIA) and Privacy Act (PA) Officer for the organization. Prepare FOIA/PA analysis over what records are potentially responsive, what information can be released, what information cannot be released and what exemptions or exceptions apply to withhold information. Coordinate with personnel within and external to the organization to provide input on various aspects of FOIA processing and agency FOIA policies. Log and track FOIA requests using agency wide tracking systems such as the Freedom of Information Act Case Tracking System (FACTS). Compile statistical information about all FOIA requests received in order to produce the annual FOIA report required by the Act and reported to Congress. Support day-to-day operations related to legal services development and delivery of appropriate electronic work products.

Specialized Experience: One year of specialized experience which includes 1.) applying statutory requirements of both the Freedom of Information and Privacy Acts; 2.) utilizing various FOIA/PA policies, regulations directives and instructions to respond to and execute FOIA/PA requests; and 3.) Applying a working knowledge of various office suite products in order to import, export, and perform data manipulation. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Political Science, Journalism, Public Policy, or Information Studies. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
