Duties
This position is located at Alcohol and Tobacco Tax and Trade Bureau (TTB), Office of Analytics (OA).
As a Supervisory Statistician (Operations and Administration), you will:
Help manage the OA's Enterprise Analytics (EA) team, a group of highly technical professionals to apply scientific methods in understanding data to develop major aspects of key Bureau policy, regulatory and operational decisions.
Assess and understand TTB business user needs, business practices and processes.
Lead the development of innovative analytical or statistical approaches where no precedent exists.
Develop and apply statistical methods to identify, collect, process and analyze large volumes of data to build and enhance products, processes and systems.
Lead discussions among data stewards, Data Governance Board members and other data stakeholders to improve data literacy across the organization.
Interpret and implement Federal requirements on data, such as the OPEN Government Act, DATA Act, Foundations for Evidence-Based Policymaking Act, and Geospatial Data Act.
Qualifications
You must meet the following requirements by the closing date of this announcement.
SPECIALIZED EXPERIENCE:
For the GS-14 is defined as one year of experience at the GS-13 level, or equivalent that is directly related to the position and which has equipped the candidate with the knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience is defined as:
- Conducting analytical studies or research projects using statistical and scientific methods; AND
- Establishing technical requirements for analytical projects; AND
- Devising solutions to business problems identified through statistical analysis.
Education
You must meet the minimum basic education and/or work experience requirements for professional Statistician series in the Federal government. (Attach a copy of transcript(s) or a list of college courses designating semester or quarter hours earned to ensure proper credit).
A. Degree: that included 15 semester hours in statistics (or in mathematics and statistics, provided at least 6 semester hours were in statistics), and 9 additional semester hours in one or more of the following: physical or biological sciences, medicine, education, or engineering; or in the social sciences including demography, history, economics, social welfare, geography, international relations, social or cultural anthropology, health sociology, political science, public administration, psychology, etc. Credit toward meeting statistical course requirements should be given for courses in which 50 percent of the course content appears to be statistical methods, e.g., courses that included studies in research methods in psychology or economics such as tests and measurements or business cycles, or courses in methods of processing mass statistical data such as tabulating methods or electronic data processing.

B. Combination of education and experience -- courses as shown in A above, plus appropriate experience or additional education. The experience should have included a full range of professional statistical work such as (a) sampling, (b) collecting, computing, and analyzing statistical data, and (c) applying statistical techniques such as measurement of central tendency, dispersion, skewness, sampling error, simple and multiple correlation, analysis of variance, and tests of significance.
Education Requirements:
The education generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education. If you are qualifying based on foreign education, you must submit proof of creditability of education as evaluated by a credentialing agency. Refer to the
